As of this <br />date Prew did not have a selling price from Mr. Schiltgen, <br />but Prew estimated approx. $6,000 an acre. <br />Councilman Williams asked why are we charging by the front <br />foot in this case rather than per lot that we have done in <br />previous road work. Prew responded because this is the way <br />it was proposed, but we could do it per lot. Typically <br />street projects, water main and sewer projects are done per <br />front foot. In this proposed area there are a mixture of <br />uses and not just residential. Councilman Hunt indicated in <br />this mixed use area he would be willing to stay with the <br />front foot assessment. <br />A list was provided of properties, their Property <br />Identification Numbers, and 1992 tax capacity of everybody <br />that would be collected from in the Storm Water District. <br />In the past, people who live on an MSA road have not been <br />assessed. The people that do not live on an MSA road get <br />stuck paying 100 percent. <br />Councilman Mottaz felt everyone in the City benefits from <br />the road in one extent or another. We should not have one <br />person paying 100 percent and some paying absolute nothing <br />if it happens to be an MSA road. <br />Councilman Johnson asked they get specifics or formulas from <br />other cities and see how it applies to Lake Elmo. <br />Councilman Williams asked Tom Prew to go back 3, 4, 5 years <br />and look at all the street projects we have done and find <br />out how much was covered by MSA and how much was covered by <br />special assessments to get an idea of what an average amount <br />we would have to raise per year. <br />Councilman Hunt indicated he felt the City had to do all <br />four of the projects. There is a tremendous economy doing <br />them all at once. We have to come up with a method to <br />finance this for the people that cannot do it. <br />In terms of financing for the sewer, Williams asked to <br />consider as an alternative insisting that some of these <br />other properties that Tom Prew has not identified (by green <br />dots) to hook up by some amount of time. <br />
