LAKE ELMO CITY COUNCIL MINUTES JULY 21, 1992 <br />M/S/P Hunt/Mottaz - to authorize the city staff to post two- <br />30 mph speed signs (one sign on the top of the hill of <br />Highlands Trail as you approach the park and the second sign <br />placed in a location coming the other direction to be <br />determined by the Maintenance Foreman) and add "slow, <br />children playing" signs on the bottoms of these signs; <br />approve installation of a crosswalk between the residential <br />side of Highlands Trail and the park side with the <br />appropriate location to be determined by consultation with <br />the Maintenance Foreman, Parks Commission Chair, and Parks <br />Supervisor; post a "no parking zone" (appropriate size based <br />on safety standards) on the residential side of the <br />crosswalk for now, and post "yield to pedestrians" signs at <br />crosswalk location. (Motion carried 4-0). <br />5. OLD BUSINESS: <br />A. Heritage Preservation Commission's Work Plan <br />Dale Sherburne, Chair, explained the objectives of the <br />commission: physical structures catalogued, collection and <br />organization of historical materials and information, <br />written history and interview people. <br />Councilman Mottaz suggested the Commission contact Veronica <br />Crombie who has recorded conversations with older residents <br />on Lake Elmo history to see if she would share these tapes <br />with the Commission. Mottaz volunteered his services to <br />copy photographs if the Commission plans on making a photo <br />collection. <br />The Council answered the questions by the HPC: <br />Display area - Parks & Rec Building: There could be a <br />display area in the main room of the Parks & Rec Building. <br />Mr. Sherburne asked "what happens when they outgrow this?" <br />Gene Peltier has offered to sell his barn located on Lake <br />Elmo Avenue for $1.00 to the city. Moving expense and site <br />location would have to be considered. <br />Budget: No budget was approved for the Heritage <br />Preservation Commission. The Commission should submit <br />proposed appropriations based on need now to the Finance <br />Director who is working on the 1993 budget. <br />What powers does the Commission have: The ordinance <br />establishing the commission is specific as to what powers <br />they have. Sherburne understood they are a recommending body <br />to the City Council. <br />
