LAKE ELMO CITY COUNCIL MINUTES JULY 21, 1992 5 <br />Item No. 26: A caretaker shall occupy and maintain a <br />residence on site. When the caretaker is not present, <br />another qualified person shall be on call and the name and <br />phone number shall be registered with the Washington County <br />Sheriff's Dept. <br />Item No. 27: A maximum of 25 horses shall be allowed to <br />run unrestrained in areas outside the stables. <br />M/S/P Mayor Johnson/Mottaz - to postpone further <br />consideration of the motion until August 4th when <br />documentation has been provided to substantiate 140 horses <br />is an appropriate and manageable number on this property <br />under the management plan that Mr. Soderberg has indicated <br />to the City. (Motion carried 5-0). <br />Councilman Mottaz volunteered to also look for information <br />addressing the maximum number of horses allowed on this <br />property. <br />Mr. Soderberg agreed to provide the city attorney for his <br />examination evidence of title and any unrecorded documents <br />which gives him equitable interest in the property at least <br />three days before the council meeting. The Planning <br />Commission approved this rezoning June 22nd so the Council <br />has (60 days) until August 22nd to act upon the application. <br />C. Limited Business (LB) Zoning District Ordinance <br />(Continuation) <br />City Attorney Filla provided the council with proposed <br />wording for a section which could be inserted in the LB <br />District Regulations regarding the collection of impact <br />fees. Councilman Williams asked that this information be <br />provided to them in ordinance form. <br />Councilman Mottaz and Mayor Johnson have each been working <br />on a LB Zoning Ordinance and will submit them at the next <br />meeting. <br />Councilman Williams commented that the PZ has worked very <br />long and hard on this ordinance and hoped the council could <br />pass the ordinance without too many major changes. <br />M/S/P Mayor Johnson/Mottaz - to postpone further <br />consideration of this item until the August 4th meeting. <br />(Motion carried 5-0). <br />
