LAKE ELMO CITY COUNCIL MINUTES <br />1, 1992 8 <br />7. CITY ENGINEER'S REPORT: <br />A. Award contract for 1992 Street Maintenance <br />(Parking lots at DeMontreville Park and <br />Fire Station No. 2) <br />City Engineer Tom Prew recommended that a contract be <br />awarded to the low bidder, Tower Asphalt in the amount of <br />their low bid of $37,067.50. <br />Maintenance Work $14,725.00 <br />DeMontreville Park $14,415.00 <br />Fire Station No. 2 $ 7,927.50 <br />M/S/P Hunt/Williams - to award the contract for 1992 Street <br />Maintenance and Parking Lots at DeMontreville Park and Fire <br />Station No. 2 in the amount of $37,067.50. (Motion carried <br />4-0) . <br />B. Septic System Upgrades <br />Building official Jim McNamara reported that septic systems <br />located at 9393/9395 Jane Road N. and 8066 Hill Trail N. are <br />in need of repair and that the lots are too small or too low <br />to accommodate new drainfields. <br />Councilman Williams asked if a mound system could be placed <br />on these lots because he believes these problems should be <br />handled on -site if at all possible. <br />The council requested the City Engineer and Building <br />Official discuss what the best solution would be, a mound <br />system or connecting the failing septic systems to off -site <br />systems on city -owned land, and comeback with a <br />recommendation and costs associated and this information <br />will be communicated to the property owners. <br />C. Request for Reimbursement for landscaping <br />Jerry Dreis, 9480 53rd St. N., requested reimbursement from <br />the escrow fund that the city is holding from the developer <br />of Arabian Hills in the amount of $428.92 to repair their <br />property back to the way it was prior to the extension of <br />53rd Street and the resulting utility work. <br />Tom Prew reported he received a bill from Bill Horwath for <br />$499.50 for restoration costs. <br />M/S/P Hunt/Mottaz - to direct the staff to contact the <br />developer of Arabian Hills and give him the option of <br />reimbursing these costs of $428.92 and $499.50 to the <br />propertyowners or in the alternative, if he choses not to, <br />then direct the city administrator to advise the bank that <br />the terms of the development contract have not been <br />satisfied and therefore demand payment for restoration <br />costs. (Motion carried 4-0). <br />
