LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 1, 1992
M/S/P Hunt/Mottaz - to direct the staff to draft an
ordinance for the next meeting incorporating the concerns of
the city council. (Motion carried 4-0).
B. Request for blacktopped bike path from DNR access on
Gateway Trail to the corner of 59th St. & Hytrail
On August 17th the Lake Elmo Parks Commission voted
unanimously to construct a blacktop bike path from the DNR
access on the Gateway Trail, up to the corner of 59th Street
and Hytrail Avenue (385 feet).
Parks Supervisor Mike Bouthilet recommended we use Buberl
Landscaping ($1,280) for the trail preparation work and
Brockman Blacktopping ($2,000) for the 2" lift of asphalt.
M/S/P Mottaz/Williams - to direct the staff to prepare a
resolution authorizing the blacktopping of a bike path from
DNR Access on the Gateway Trail to the corner of 59th Street
and Hytrail Avenue. (Motion carried 4-0).
C. Hidden Valley Development
The City received a copy of a letter from Heritage
Development to the Met Council indicated for reasons beyond
the control of Heritage Dev., they will not be continuing
with the proposed platting of the Hidden Valley subdivision
in Oakdale. Heritage Dev. has requested that the Met
Council withdraw the Hidden Valley residential development
from metropolitan significance review prompted by the City
of Lake Elmo and an agreement was provided for the City to
sign.
M/S/P Williams/Hunt - to accept the agreement to withdraw
Hidden Valley Residential Development in the City of Oakdale
from Metropolitan Significance review and authorize the city
administrator to sign it. (Motion carried 3-1: Mayor
Johnson: we should insist on continuing the evaluation
process to prevent any development of this density from even
getting started. In so doing we prevent being forced to
fight a battle of specifics, but rather one of managing the
whole question of development density that is detrimental to
the interest of the city).
