LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 16, 1992 3 <br />The Council received a letter from Molly Shodeen, DNR, and a <br />report from Mike Black. <br />There was no one to speak for or against the variance <br />request. <br />Mayor Johnson closed the public hearing at 8:06 p.m. <br />Councilmen Williams, Mottaz, and Hunt indicated they had no <br />problem with rebuilding the deck, but felt the addition <br />expands a currently non -conforming use and the proposed size <br />is over what is considered a boathouse. <br />Mike Wagner gave his permission for postponement of <br />consideration of the addition variance request until the <br />time the new shoreland ordinance is passed. <br />M/S/P Williams/Mottaz - that the variance request and <br />shoreland permit for a deck by Mike and Gayle Wagner, 9040 <br />Jane Road N., be granted based on (1) the proposed deck is <br />less area than the existing deck, (2) the proposed deck does <br />not extend closer to the water than the existing deck and <br />(3) that the existing deck is in obvious need of replacement <br />and is a current safety hazard; and the variance request for <br />the addition be postponed until the Shoreland Ordinance has <br />been passed. (Motion carried 4-0). <br />B. Comprehensive Plan Amendment Update from PZ <br />United Properties will attend the September 29th meeting, <br />but there will not be a developer present. <br />C. Emergency Phone in Sunfish Park <br />Mike Bouthilet reported the Parks Commission and our fire <br />chief have both recommended installation of an emergency <br />phone in Sunfish Park. The Lake Elmo Jaycees have given <br />verbal approval for payment (approx. $1500). Bouthilet has <br />come up with a way to make this phone as vandal resistance <br />as he could and this system has been approved by Captain <br />McGlothlin. <br />The Council asked that Mike make the Jaycees aware that the <br />Council thinks this is a good service and would prove <br />useful, but the city will remove the phone if there is <br />vandalism. <br />M/S/P Hunt/Mottaz - to direct the Parks Supervisor to <br />proceed with talking to the Lake Elmo Jaycees to secure the <br />payment for an emergency phone for Sunfish Park and the city <br />will pay the service charge of $30 per month and let the <br />Jaycees know the city will remove the phone if there is <br />vandalism.
