LAKE ELMO CITY COUNCIL MINUTES JANUARY 19, 1993 9 <br />In an effort to correct this great affront to our <br />environment, the counties installed a water depleting and <br />environmentally damaging system called air stripping. There <br />is only one way that this mess can be cleaned up for certain <br />at a known expense and time. That is the material be <br />removed, recyclables be cycled, and other materials <br />composted. <br />Lake Elmo must maintain ownership of this property to <br />exert the greatest amount of influence toward the proper <br />solution of the problem. While doing this it is correct for <br />the city of Lake Elmo to expect the counties of Washington <br />and Ramsey to pay to the city of Lake Elmo $10,000 a year <br />for the loss of use of its land until this mess is cleaned <br />up and we can use this land for its intended purpose, that <br />is park land. <br />Councilman Johnson indicated he didn't see any advantage in <br />having an ownership or even an implied ownership in a dump. <br />Washington and Ramsey Counties bought this property, and it <br />is their mess to clean up. The City should get their <br />$75,000 back and let them deal with the problem. <br />M/S/P Conlin/Johnson - to proceed with cancelling the <br />contract, keep the area of our maintenance and fire dept. <br />sites, direct Pennfield to proceed with appraisals for both <br />Landfill Park and the park area within Stonegate. (Motion <br />carried 4-1: Mottaz: A vote in favor of this is doing a <br />tremendous disservice to the citizens of Lake Elmo, and it <br />is putting a strong 4-1 stamp of approval on the rotten, <br />messy job that Washington and Ramsey Counties are doing in <br />their efforts to clean up the dump). <br />OTHER: <br />Tom Prentice, Board Member of the Tri-Lakes Assoc and <br />representing Olson Lake Demontreville Assoc. for the <br />evening, requested from the council the possibility of <br />working with the city attorney in trying to prevent the <br />emergency gate of water from the Olson Lakes Estates pond <br />into Olson Lake. <br />Nick Winkel, 4575 Olson Lake Trail, explained he attended <br />the last VBWD meeting where they decided to start emergency <br />action (starting March 1st) by releasing water from Olson <br />Lakes Estate because they feel they are in a flood stage and <br />basements are at a point of flooding. They discussed having <br />eminent domain and running a temporary plastic pipe across <br />his property into the lake. <br />When the Council asked Mr. Prentice if there were <br />associations that could help the city offset the attorney's <br />cost, he replied the Tri-Lakes Assoc. does have association <br />fees that could be used for this.
