representatives from the Ramsey and Washington County Water Board and <br />the cities of Woodbury, Cottage Grove, Afton and Oakdale. This was to <br />discuss plans to reactivate the Cottage Grove Ravine Watershed District, <br />which had previously been dissolved because of "grid lock" over any water <br />management proposal. It was recognized by Woodbury and Cottage Grove <br />that the management of storm water was an issue which had to be <br />resolved. <br />This was a preliminary meeting to discuss possible formats of the proposed <br />Board, whether it should include the area of East Mississippi, and who <br />should be represented on the board. The aim was to develop an agreed 5 <br />year plan, with full city involvement, to determine what aspect of water <br />management is a City activity and what aspect a Watershed Board <br />responsibility. Oakdale and Lake Elmo discharge water into this <br />watershed area from section 32 and are in the head water area. Because <br />of potential developments which may take place in Section 32, the Council <br />should consider what representation it would like on the proposed <br />Watershed Board. <br />On January 30, Rita Conlin and I attended an all day Conference for newly <br />elected officials run by The League Of Minnesota Cities. This was an <br />excellent experience, we met other newly elected officials from <br />neighboring and outerstate cities. It was a well run conference; we noted <br />names of different speakers who could give helpful advice; we received a <br />daunting amount of useful reading material as well as other information <br />which <br />we <br />can pass <br />on to <br />the <br />Planning Commission. <br />Altogether it was a <br />good <br />day, <br />which I <br />hope <br />will <br />prove profitable in the <br />near future. <br />/ 1 , <br />
