LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 2, 1993 2 <br />B. Resolution No. 93-8, A Minor Subdivision with <br />Variance: Keith and Elaine Raleigh <br />M/S/P Johnson/Mottaz - to approve Resolution No. 93-8, A <br />Resolution granting a minor subdivision with a variance to <br />Keith and Elaine Raleigh. (Motion carried 5-0). <br />C. Olson Lake Estates (Update from Jerry Filla) <br />City Attorney Jerry Filla reported he met with some of the <br />representatives from the lakes association groups. He handed <br />OUt a document ahowing the currant pond elevation at 955,3 <br />and rising. The engineer for the watershed district was <br />going to take another measurement today, but had not <br />completed that process as of this time. The lowest elevation <br />of a basement around that pond is 962.8. There is a study <br />from Oakdale indicating that it is 961.7. The watershed <br />district is monitoring the level of the pond and taking <br />samples of the water in the pond to determine the various <br />chemical content. They are also taking samples of Olson <br />Lake. <br />The DNR's position was not certain. They have two <br />concerns: (1) the quality of the water that would go from <br />the pond to Olson Lake; (2) the pipe elevation is at 952 <br />initially because that is where the DNR wanted it because <br />they wanted this particular pond to be a wetland. <br />There are a couple of alternatives to discharging <br />directly into Olson Lake. One is to pump the water from the <br />pond north into the wetland north of 50th St. According to <br />the watershed's engineer if they can figure out how to do <br />this or where they can put the pipes, they could pump <br />temporarily to that area. There is an advantage to this. <br />They can control the amount of the pumping, whereas if they <br />unplug the pipe, it's all going into Olson Lake. If they <br />pump north and west, they can control the amount that is <br />coming out the pond and monitor what's happening in the <br />wetland and the impact on Long Lake. It obviously costs <br />more money than simply pulling the plug. They can bypass <br />Olson Lake with a series of pipes, but that's long term and <br />very costly. <br />Pumping toward Long Lake and retaining water in the <br />system is a possibility that the engineers of the watershed <br />district are investigating and intend to do before they <br />release water into Olson Lake. <br />Filla pointed out we need to establish volume and the <br />quality of water and the impact of that on Olson Lake. It. <br />seems there will be a considerable amount of silty water <br />containing high phosphorus content which would have a <br />significant impact of Olson Lake. <br />
