2 <br />To: Mayor and City Council <br />From: Mary Kueffner <br />Date: March 15, 1993 <br />Re: Lake Elmo Municipal Water Supply <br />Routine Inspection Report <br />Attached is a copy of the above referenced report from the Minnesota Department of <br />Public Health. Please note that the first recommendation of the Health Department is <br />that the City consider constructing another well to serve as an emergency standby. <br />Since there has been some discussion, at least by the Planning Commission, of an <br />extension of the "Old Village", I think it would be prudent for the City to consider this <br />additional well in those plans. If those plans go no where, the Council should still <br />consider this recommendation in the not -to -distant future. <br />There was a "Water Study Committee" a few years ago. If anyone in interested in <br />seeing that report, or would like this issue put on the Council agenda for discussion, <br />please let me know, <br />The chlorination issue has also been brought up before by the Health Department, but <br />according to our maintenance foreman, who has looked into this for previous councils, <br />chlorinating now could reek havoc on our system and could be very expensive. We <br />would have to retrofit our well house to accommodate a separate room for the <br />chlorination equipment and probably have to replace at least some of the watermains <br />because the buildup of residue now in the pipes would be loosened by the chlorination <br />and could cause plugging of meters and weakening of the pipes (Dan says this has been <br />the case in other cities). The costs involved should not be a reason to not chlorinate, <br />but the council should be aware of the costs involved. <br />Any new well that would be instructed has to have chlorination, but as of yet they have <br />not made that law retroactive to existing wells. I suppose we should also be prepared <br />for that possibility. <br />Additional or on -going training is offered to our staff, and we will continue to <br />encourage the staff to attend these classes. <br />
