Mayor's report March 16, 1993
Since the last council meeting, I met a number of the landowners in
Sections 32 & 33 to assess their current attitudes towards Lake Elmo, and
their interests in returning to Lake Elmo if the City were to provide a
sewer in the area. Understandably, their response was mixed, but it did
give me some background to help in our further discussions with Oakdale,
which took place on March 12. I have made notes of our meeting at the
State Offices, which can form part of the minutes.
On Saturday March 13, two teams drawn from the Council, Administrative
staff, and the Planning Commission, entered in the Annual Leukemia Bowl-
A-Thon sponsored by the City of Oak Park Heights. We were not as
successful as we had hoped, but the Leukemia Society benefited by $
which was donated by our teams' sponsors.
On Monday March 15, I met with the Metro Regional Supervisor of the
Minnesota Board of Water and Soil Resources, Bruce Sandstrom, Board
Conservationist Barbara Ohman, and Al Dornfeld, Chair of the Valley
Branch Watershed District. This was in response to a letter I had written
them on my concerns over the authorities and responsibilities of the
Watershed districts. We had a constructive discussion, resulting in my
agreeing to call an informational meeting for the citizens of Lake Elmo,
tentatively for April 14, to be attended by representatives of the Met
Council, PCA, DNR, Board of Water & Soil Resources, and the Valley Branch
Watershed District and the City of Oakdale. This will discuss surface water
issues as well as the implications of the 509 Water Management Project.
With the council's agreement tonight, I will call this meeting for April 14,
1993.
Last night, my wife and I attended the meeting of the State Committee on
Local Government and Metropolitan Affairs investigating the status of the
Metropolitan Council. This was held at the Washington County
Commission's offices in Stillwater. There were many presentations, some
of which were in support of the Met Council, others in support of bills
which modified its function, structure and responsibilities. I was
impressed by the smooth way the procedures were conducted, and the
way the meeting was structured to give a degree of automatic formality.
We left before proceedings had finished, but this subject is one which will
go on for some' time before recommendations are made.
