Notes on meeting with State Representatives and Oakdale Council <br />members on February 25, 1993 at 4.00 p.m. in State Offices 4th <br />Floor Conference Room. <br />Present: Pam Neary, State Representative <br />Walt Perlt, State Representative <br />Ted Bearth Mayor, Oakdale <br />Sheri Timmerman Oakdale Councillor <br />Wyn John Mayor, Lake Elmo <br />Rita Conlin Lake Elmo Councillor <br />Ted Bearth commented that the situation was a mess, Public Land is Public <br />Land, and should be transferred with the related annexation. Oakdale <br />wanted the situation resolved because they could not proceed with their <br />plans for developing Section 32, as they could not get access to the <br />roadways for sewer installation, since the roads are still in Lake Elmo. <br />Pam Neary indicated that the purpose of the meeting was <br />• to understand the positions and attitudes of Oakdale and Lake Elmo, <br />• to put past history behind, <br />• to move forward from the current situation without recourse to <br />legislation which would be expensive for both cities, <br />• to establish broad areas of agreement which the representatives can <br />submit to their councils with a good chance of success. <br />Pam indicated that Oakdale wished to construct a sewer line along 4th <br />Street to terminate at the North East corner of the Guardian Angel's Church <br />property. <br />Ted Bearth indicated that in constructing this sewer line, Oakdale is <br />prepared to build it oversize. This would accomodate the SAC units to <br />which Lake Elmo is entitled for the Business Park District. Oakdale had no <br />wish to take over. this sewer capacity, but would charge Lake Elmo for the <br />increased cost of building the line to the larger dimension. In order to <br />build the sewer, the land had to be transferred to Oakdale. Oakdale <br />wanted to order the project to bring sewer capacity to the single family <br />homes on the frontage road, many of whom had failing cess pools. Lake <br />Elmo ownership of the rights of way was blocking the project, which he <br />wanted completed in Mid '93. <br />Rita pointed out that the SAC capacity went with the land. If the MinDoT <br />areas were transferred to Oakdale the sewer capacity would transfer too. <br />There was some discussion on this, Pam Neary felt that if we reached an <br />
