LAKE ELMO CITY COUNCIL MINUTES JULY 6, 1993 <br />5. CITY ENGINEER'S REPORT <br />A. PUBLIC HEARING: Overlay of Laverne Avenue <br />Mayor John opened up the public hearing at 8:00 p,m, in the city council chambers. Ind. School <br />Dist. #834 was notified of the public hearing. <br />There was no one to speak for or against the proposed street improvement. <br />Mayor. John closed the public hearing at 8:03 p.m. <br />M/S/C Johnson/John - that the council approves the 1993 Overlay Street Projects as listed with <br />the improvements described by the City Engineer and request the staff to prepare a resolution <br />approving the 1993 Overlay Street Projects and ordering the plans for the July 20, 1993 meeting. <br />(Motion carried 5-0). <br />The Council asked the city engineer to report on the condition of the street in Fox Fire Estates at <br />the next meeting. <br />B. Resolution No. 93-44 Plans and Specifications for CSAH 10 <br />The Council received a letter from Larry Bohrer, dated July 2, 1993, indicating he has reviewed <br />the plans for conformity to the concept plans previously approved by the city and recommende concept plans <br />approval of the plans. <br />Councilman Johnson inquired if a landscaping plan was being designed. Don Theisen explained <br />they would provide plantings and trees along the road, but no budget has been set and this would <br />be considered a separate project. <br />M/S/C Mottaz✓Conlin - to approve Resolution No, 93-44, Approving the plans presented to the <br />city by Washington County for Project No. SAP 82-610-04 showing proposed alignment, <br />profiles, grades and cross -sections for the construction, reconstruction for improvement of <br />County State Aid Highway No. 10 within the limits of the City as a State Aid Project based on the <br />recommendation of the City Engineer. (Motion carried 5-0). <br />Council member Conlin requested the parks commission consider black topping a bike trail along <br />this portion of Highway 10 because it would be more economical to blacktop the trails at this <br />time. She also pointed out that a bike path along Highway 10 is planned for in the City's Parks <br />Plan. <br />According to Dick Herold, Washington County Public Works, the surfacing of an 8' wide bicycle <br />trail, estimated at approx. $25,000 within the city limits, can be included in the construction plan. <br />They are willing to work with the city in obtaining possible Federal funds for the surfacing. <br />M/S/C Conlin/Mottaz - to direct the parks commission to consider black topping bike trails on <br />this portion of Highway 10. (Motion carried 5-0), <br />
