LAKE ELMO CITY COUNCIL MINUTES JULY 6, 1993 <br />Steve DeLapp pointed out that the federal government has $3.3 billion to spend on trails and <br />landscaping on roads and the city should make application. <br />M/S/C Conlin/Mottaz - to direct the city administrator investigate the resources for support of <br />trails and other items as suggested by Steve DeLapp. (Motion carried 5-0). <br />C. Surface Water Management Plan <br />Council member Conlin indicated when budget time comes it is going to be difficult to add money <br />needed for a Surface Water Management Plan. In view of already expending $4,573.91 in <br />preparation of implementing this utility, Conlin was in favor of establishing a utility and process <br />the billing through a new computer program that the auditors have discussed. <br />M/S/F Conlin/John - to reconsider the Surface Water Management as a utility rather than a <br />budget item. (Motion failed 2-3: Johnson:The amount of money expended to collect $10 from <br />each property owner is extremely inappropriate where we could simply budget the money, If the <br />council is unable to do this, then we can establish a utility; Mottaz:Agreed with Councilman <br />Johnson, Johnston: Budget discussions will be starting so it is premature to change course) <br />M/S/C Johnston/Johnson - to direct the city engineer to prepare a work scope for the Surface <br />Water Management Plan, (Motion carried 5-0). <br />(a) Water problems on 50th Street <br />M/S/C John/Johnson - to direct the city engineer to review the options, at a cost not to exceed a <br />$1,000 without authorization from the city council, that would alleviate the possibility of the <br />pond in the Lanes DeMontreville area from overflowing and causing damage to existing homes. <br />(Motion carried 5-0). <br />D. Review suitability of paved shoulder for bike trail on Jamaca Avenue (1993 MSA Project) <br />The Council discussed the suitability of a paved shoulder for bikes along Jamaca Avenue. <br />Suggestions were made by the trail committee for a separate paved bike path instead of the <br />proposed path. Members of the public spoke against a proposed detached trail. <br />M/S/C Mottaz/Conlin - to not consider a detached bicycle trail for Jamaca Avenue at this time so <br />not to further delay the 1993 MSA Project on Jamaca Avenue. (Motion carried 5-0). <br />
