LAKE ELMO CITY COUNCIL MINUTES JULY 6, 1993 <br />Emerson/Mordick <br />M/S/C Johnson/Johnston - to direct the staff to prepare a resolution approving the <br />Comprehensive Plan Amendment for the Emerson/Mordick property, changing the future land use <br />designation from RAD to Residential Estate Density (RED), conditional upon submitting this <br />minor amendment to the Metropolitan Council and receiving a determination from the <br />Metropolitan Council Chair of no system impact. (Motion carried 5-0). <br />B. Alternate Ag Uses <br />Thomas G. Armstrong, 8281 15th St. N., provided the city attorney a second draft (June 27, <br />1993) of proposed changes to the Alternative Agricultural Ordinance. <br />Attorney Filla commented that its apparent that the current wording of the Alternate Ag <br />regulations is broad enough to allow almost any kind of use within an Ag zone if you have the <br />appropriate number of acres, properly screened and non-agricultural use. As time goes by, the city <br />may find itself with property owners who want to split off part of their Ag property for other <br />residential uses and have them located next to what remains physically as Alternate Ag <br />development in a way the city wouldn't normally allow under regular planning regulations. There <br />could be pockets of industrial or commercial property located in the center of Ag land that may in <br />the future be zoned something other than agricultural. <br />M/S/C Mottaz/Johnston - to direct the Planning Commission to review the Alternate Ag <br />Regulations and come back to the council with recommendations for changes at their earliest <br />date, and the city attorney will submit his concerns to the PZ. (Motion carried 5-0). <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Corporate Credit Card <br />M/S/C Mottaz/Conlin - to approve a credit card, with a $1,000 limit, through the Lake Elmo bank <br />with the authorization of the city administrator's signature.. (Motion carried 5-0), <br />B. Team -Building Session <br />M/S/C Conlin/Mottaz - to table discussion about a Goal Setting Team Building Retreat until the <br />July 20, 1993 council meeting. (Motion carried 5-0). <br />C. Parks Commission Appointments <br />M/S/C Johnston/Johnson - to appoint Karen Leach, 11920 21 st Street N., to serve as second <br />alternate on the Parks Commission. (Motion carried 5-0). <br />
