LAKE ELMO CITY COUNCIL MINUTES JULY 6, 1993 <br />Midland Meadows <br />M/S/C Johnson/John - to direct the staff to prepare a resolution approving the Comprehensive <br />Plan Amendment for the Midland Meadows property, changing the future land use designation <br />from SRD to Residential Estate Density (RED), conditional upon submitting this minor <br />amendment to the Metropolitan Council and receiving a determination from the Metropolitan <br />Council Chair of no system impact. (Motion carried 5-0). <br />Goetschel/Klatt <br />M/S/F Johnson/John - to direct the staff to prepare a resolution approving the Comprehensive <br />Plan Amendment for the Goetschel/Klatt property, changing the future land use designation from <br />RAD to Residential Estate Density (RED), conditional upon submitting this minor amendment to <br />the Metropolitan Council and receiving a determination from the Metropolitan Council Chair of <br />no system impact. (Motion failed 3-2: Conlin:not against this property being RE, but would like <br />to look into establishing RE along that border and in the comp plan there is the condition of <br />adjacency, Mottaz:there's a condition of adjacency in the comp plan. There's one comp plan that <br />you can amend, but you cannot make a new comp plan) <br />M/S/C Conlin/Johnson - to direct the Planning Commission to look into the feasibility of <br />establishing the RE border to the eastern edge (Hwy 5 to Hwy 36). (Motion carried 5- 0). <br />Hesse <br />The Planning Commission recommended denial of amending the comp plan Future Land Use Map <br />from RAD to RED for the Hesse property in order to be consistent with the development of the <br />surrounding property. <br />M/S/C John/Johnston - to deny the proposed Comprehensive Plan Amendment for the Hesse <br />property, changing the future land use designation from RAD to Residential Estates Density <br />(RED). (Motion carried 5-0). <br />Boylan <br />The Planning Commission recommended denial of amending the comp plan Future Land Use Map <br />from RAD to RED for the Boylan Property in order to be consistent with the development of the <br />surrounding property and to be consistent with the Planning Commission's previous <br />recommendation on the Hesse property to the north of this property. <br />M/S/C Johnston/Johnson - to deny the proposed Comprehensive Plan Amendment for the Boylan <br />property, changing the future land use designation from RAD to Residential Estates Density <br />(RED). (Motion carried 5-0). <br />Mottaz <br />M/S/C Conlin/Johnston - to direct the staff to prepare a resolution approving the Comprehensive <br />Plan Amendment for the Mottaz property, changing the f ture land use designation from RAD to <br />Residential Estates Density (RED), conditional upon submitting this minor amendment to the <br />Metropolitan Council and receiving a determination from the Metropolitan Council Chair of no <br />system impact. (Motion carried 4-1-0: Mottaz did not participate in the action, but there was a <br />4/5ths vote of the council necessary for a comprehensive plan amendment.) <br />
