LAKE ELMO CITY COUNCIL MINUTES AUGUST 17, 1993
mistake, for at the time it had been necessary to have many meetings and a lot was
going on.
Six months after the fact, Councilman Mottaz has chose to question how and when
the council gave the approval for a resolution that opposed Oakdale legislation of Lake
Elmo land. It was my perception that as we lobbied together down at the capital with
the resolution in our hands, that there was no conflict amongst the council on this issue.
Perhaps if Councilman Mottaz had attended the special meeting of February 19th, he
too would have been a part of a purely human typographical error.
I have no opposition to Councilman Mottaz pointing out the error, it is important to
keep complete and accurate records. But what I cannot fathom is why he would do it in
such a manner that would imply impropriety.
I feel strongly that the residents of Lake Elmo deserve a council that can work
constructively together, Having something like this happen is counter -productive and
unnecessary. I am well aware that there are those who do not desire Lake Elmo to
have a new positive image and that the perpetuation of disharmony on the council
could advance their political ambitions. But for my part, I will continue to ignore their
efforts. My time is better served learning and doing the best job on the council I
humanly can.
Councilman Johnson provided a copy the city received of Senate File Number 491,
dated February 4, 1992. Councilman Mottaz made inference that the other members of
the council had a clandestine motive to violate laws and conduct city business illegally.
On the contrary, the Council is trying to obey the open meeting law, particularly since
the lawsuit was introduced several years ago on former Mayor Sue Dunn and Councilor
Lee Hunt which the judge denied.
M/S/C Johnson/Johnston - that the comments made by Mayor John and Council
member Conlin be added verbatim to the minutes. (Motion carried 4-0).
M/S/C Johnston/Johnson - to approve the August 3, 1993 city council minutes as
amended. (Motion carried 4-0).
3. CLAIMS
In regard to Council member Johnson's question on claim #1856 Composting
Concepts, Administrator Kueffner reported the compost was not screened because it is
still to wet.
M/S/C Johnston/John - to approve the August 17, 1993 claims #1858 through #1903
as presented. (Motion carried 4-0).
