LAKE ELMO CITY COUNCIL MINUTES SEPTENMER 7, 1993 <br />--The Brown and Furseth homes on the north side of 50th street are in the flood plain. <br />The elevation information on these homes will be turned into the VBWD to be <br />incorporated into the report. When the 509 project was done, there was some money <br />available for flood proofing. Bohrer will see if there are VBWD funds available because <br />these two homes continue to have water problems. <br />--The 100 yr. flood elevation was established for the Olson Lake Estates pond when the <br />subdivision was approved. The 100 yr. high water level on the pond was established <br />as 967. The minimum building elevation was established by the VBWD at 968. The <br />watershed district's definition of minimum building elevation and the City of Oakdale's <br />definition of minimum building elevation is the same. This means that the lowest floor <br />shall not be below 968. However, two of the new houses that have been built with <br />basements below that level. (961.7 and 964.3). It was the potential for getting these <br />basements wet by seepage that caused the watershed district to initiate this <br />emergency. It should be pointed out very strongly that actions are being taken based <br />on elevations that surely could have been avoided. Who was to enforce that these <br />structures would not been built below the building elevations? <br />--The incremental increase in the concentration of phosphorus was only 4% . It cannot <br />be assumed that complete mixing with all the water of Olson Lake occurred. <br />( --Several VBWD managers pointed out that they have not come to a preferred option at <br />this time. The city needs to continue to encourage the VBWD to look at other <br />alternatives as the plan says they are going to. <br />--If the language is "watered down" too much, they will defeat one of their goals of <br />revising their plan <br />M/S/C Johnson/John - to direct the City Engineer to place the city's official comments in <br />writing to the VBWD. (Motion carried 5-0). <br />Barb Walsh advised the Council that the VBWD did not get a DNR permit nor a PCA <br />Chapter 7050 permit to discharge the water into Olson Lake. The Council suggested <br />the city attorney contact Barb Walsh for names and information she has received from <br />these agencies. <br />Barb Walsh also reported that Richard Murray who serves on the Technical Advisory <br />Committee of the VBWD has never attended one meeting and suggested the Council <br />write a letter of recommendation to the VBWD recommending Larry Bohrer be <br />appointed to this committee. The surrounding communities have their city engineer <br />serve on this committee. <br />
