LAKE ELMO CITY COUNCIL MINUTES SEPTEMEER 7. 1993 <br />5. OLD BUSINESS: <br />A. City Engineer -Response to Engineering Costs for 1993 M.S.A. <br />The Council received a letter from Larry Bohrer dated September 3, 1993 explaining <br />the engineering fees for the 1993 MSA Improvements. Councilman Johnson stated the <br />council passed a motion to proceed with this project based on an estimate that TKDA <br />prepared, but it was 25% low. At that point if the Council had known this, they may <br />have made a different motion. <br />Bohrer indicated TKDA will do as efficient job as possible. At the end of the project, he <br />will provide a recap and the council can evaluate their services at that time. <br />B. 10th Street & Jasmine Intersection <br />When Don Theisen, Washington County Engineer, reviewed this street on the <br />preliminary plat and made an on -site inspection, the street was not staked. There is a <br />difference of approximately 50 feet from where the County thought the street was going <br />to go and where it actually is. There is nothing that can be done at this point, but if and <br />when the road is ever upgraded, the crown in the road can be reduced to alleviate this <br />problem. In the meantime, they will immediately put up a sign noting "blind <br />intersection". <br />Bohrer reported that the site distance is not going to be improved as far as 10th Street <br />is concerned, however the trees might be an inhibiting feature of the site and will look <br />into this <br />M/S/C Mottaz/Conlin - to direct the City Engineer to work with the City Attorney to <br />prepare an ordinance that would require that all driveway, streets, etc., be staked prior <br />to submitting for approval by any and all regulatory agencies. (Motion carried 5-0). <br />C. City Engineer's Update on 509 Plan Revisions <br />Larry Bohrer provided a Water Quality Data Summary on Long Lake, Olson Lake, and <br />Olson Lakes Estates Pond. Bohrer attended the workshop held by VBWD regarding <br />the 509 Plan's proposed revision and addressed comments on the workshop held on <br />Lake Olson/Lake DeMontreville/Lake Jane. <br />--There was a well installed on the south side of Lake Olson for the purpose of <br />maintaining the lake level. Bohrer's concern is maintaining the integrity of the drinking <br />water supply of a number of municipalities. He questioned whose jurisdiction is the well <br />under, has the well been turned over to the DNR. The Council's position was the <br />unused well should be closed and sealed, but would make a motion at the time the <br />public hearing is held. <br />
