LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 1, 1994 4 <br />B. Snowmobiling in Lake Elmo: <br />Council member Conlin asked whether or not someone trespasses into your <br />yard, hits a tree, would their be a liability on the property owner's part? Attorney <br />Filla responded that If you are talking about natural things there is no duty owed <br />to a trespasser. If you are talking about structures or changes to things that <br />occur naturally, there is no duty to adult trespassers, but there may be a duty to <br />minors. Questions asked: Do all snowmobiles have to have insurance? How <br />effective is banning snowmobiling in a community? <br />8. CITY ENGINEER'S REPORT: None <br />9. CITY ATTORNEY'S REPORT: None <br />10. CITY COUNCIL REPORTS: <br />Councilman Johnson received a call from Heather Filkin, Cable Commission, <br />indicating desire to do a focus on Lake Elmo on the subject of the Flying J <br />Travel Plaza. This request was referred to the Administrator. <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. Temporary Liquor License - the Church of Guardian Angels <br />M/S/C Johnston/Johnson - to adopt Resolution 94-3, A Resolution approving a <br />Temporary Liquor License for Guardian Angels Church. (Motion carried 5-0). <br />B. "All Cities Banquet" Stillwater Chamber of Commerce <br />M/S/C Conlin/Johnston - to approve purchasing a Corporate Table for the <br />Stillwater area Chamber of Commerce's 1994 All Cities' Banquet on Thursday, <br />February 17th. (Motion carried 5-0). <br />C. Employee Pay Increases <br />Councilman Mottaz agreed to increasing the salary of the Mayor and Council <br />members after an election, but not during a term. The Council will review an <br />increase in the Council and Mayor's salary during the 1995 budgeting process <br />when the public has input. <br />Councilman Mottaz felt the city would have probably given staff pay increases <br />had not Governor Carlson circulated his letter asking that the city "Hold the Line" <br />on increases. <br />
