LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 1, 1994 3 <br />6. OLD BUSINESS: <br />A. Update from City Staff regarding meeting with Oakdale relative to MUSA <br />Larry Bohrer reported that he, Steve Schwanke and Administrator Kueffner met <br />with the Oakdale Administrator and their city engineer on Friday, January 28, <br />1994, and discussed terms of the conditions in Lake Elmo's proposal. The City <br />of Oakdale was going to do a reanalysis of their sanitary sewer demands and <br />capacity and see if there is any excess capacity available that they might be able <br />to transfer to Lake Elmo. Depending on what the answer is, then Lake Elmo <br />would estimate the cost of the joint use sewer facility. It would take them approx. <br />two weeks to do this analysis. <br />B. Stop signs on Lake Jane Trail and Jamaca and Jane Road North and <br />Jamaca (February 15, 1994 agenda) <br />C. Erosion Control (February 15, 1994 agenda) <br />D. Discussion of C.U.P. <br />The Council received a letter from Tom Armstrong dated January 31, 1994 <br />which is made part of the minutes by reference. Armstrong requested the <br />minutes to reflect that he stated his conditional use permit was in compliance. <br />Jim McNamara indicated that Tom Armstrong is in violation of his CUP and a <br />letter will be sent out to him stating this. Hammes Mining has not been sent a <br />letter because staff is going to be meeting with them and their attorney. <br />7. PLANNING/LAND USE & ZONING: <br />A. Recommendation from Parks Commission on Mountain Biking in Sunfish <br />Pa rk <br />A joint meeting was held with the Council and Parks Commission on January 3, <br />1994 to discuss a proposal to reopen one trail in Sunfish Park for mountain <br />biking for a pilot study for one year. A motion to consider allowing mountain <br />biking in Sunfish Park failed on a 2-4 vote, <br />MS/F Mottaz/Johnson - to accept the January 3, 1994 recommendation of the <br />Parks Commission. (Motion failed 2-3: Conlin, John, Johnston). <br />M/S/C John/Johnston - to direct the Parks Commission to revisit this subject with <br />a view to defining areas within Sunfish Park where biking could be permitted. <br />(Motion carried 3-2: Mottaz:lt is an accepted practice for any or all parks systems <br />to designate and restrict certain activities in the park., Johnson: Any trail system <br />that they would devise for Sunfish Park could not be policed to keep bikes off the <br />hilly trails.) <br />
