MINUTES APPROVT"D:11arch 22, 1994 <br />LAKE ELMO CITY COUNCIL MINUTES <br />MARCH 8, 1994 <br />Acting Mayor Johnston called the city council meeting to order at 6:10 p.m. in the <br />city council chambers. PRESENT: Mottaz, Conlin, Johnston, Johnson, City <br />Engineer Bohrer, City Planner Schwanke, Attorney Chuck Dayton and <br />Administrator Kueffner. ABSENT: Mayor John. <br />1. AGENDA <br />Add: 3A. Update on Legislative Hearing, 3B. Afton City Officials to be reimbursed <br />for legal fees. <br />M/S/C Conlin/Johnson - to approve the March 8, 1994 city council agenda as <br />amended. (Motion carried 4-0). <br />2. MINUTES: February 22, 1994 <br />M/S/C Conlin/Johnson - to approve the February 22, 1994 city council minutes <br />as presented. (Motion carried 4-0). <br />3. Discuss the Olson Lake Pond Survey with Attorney Chuck Dayton and <br />City Engineer, Larry Bohrer <br />Larry Bohrer submitted a memo dated March 8, 1994 indicating he has made a <br />calculation of the volume of Olson Lake Estates pond represented in the "as - <br />approved" plan and compared it to the "as -constructed" plan as prepared by the <br />DNR. Pond volume below the outlet elevation is considered "dead" storage. It is <br />this volume which is most beneficial for water quality improvement. We find that <br />the dead storage as constructed exceeds the dead storage provided by the <br />approved plan by 13%. <br />Attorney Dayton stated that the size of the pond is only one of the issues. The <br />real question is what is the quality of water being transferred from this pond into <br />Olson Lake and what the affect of this water will have on the quality of Olson <br />Lake. The water is stormwater runoff from urban area that is going to have <br />nutrients and phosphorus. A water quality analyst from PCA suggested alum <br />treatments of the water in the pond which had been used in Lake Vadnais and <br />Loon Lake. <br />Bohrer reported the following elevations: 952 constructed runout elevation <br />965.9 100 yr. High Water level <br />966.9 VBWD Minimum Building <br />
