LAKE ELMO CITY COUNCIL MINUTES JULY 19, 1994 <br />Council member Johnson pointed out that the Limited Business Ordinance is <br />designated along 1-94 and not along Highway 5. <br />Attorney Filla explained the comp plan text, page 28, commercial property goals and <br />policies includes section on Limited Business. A new Limited Business District is being <br />considered to control commercial development in the proposed 1-94 commercial strip <br />outside the MUSA. Filla's opinion is that if the Council wants to proceed with addition of <br />this comp. plan amendment, it should also amend the text of the comp plan. Before <br />someone makes an application to rezone property consistent with the comp plan, you <br />should also amend the text of the zoning code. The notice of the hearing dealt with the <br />future land use map portions of the comp plan as opposed to the section of the text. <br />He would have to review the public hearing notice to see if it was broad enough. <br />M/S/P Mottaz/John - to table motion for city attorney to research and come up with a <br />recommendation. (Motion passed 5-0). <br />F. Notification of Highway 36 Joint Meeting with Pine Springs and Grant Township <br />M/S/P Johnston/Johnson - to schedule a joint workshop with Pine Springs, Grant <br />Township on Tuesday, July 26, 1994, 7 p.m., City Hall to discuss Highway 36. (Motion <br />passed 5-0). <br />7. CITY ENGINEER'S REPORT: None <br />8. CITY ATTORNEY'S REPORT: <br />The jury trial for Dan Burgess has been continued to September 26, 1994. <br />9. CITY COUNCIL REPORTS: <br />Mayor John announced he's been invited to attend a meeting with Governor Tommy <br />Thompson and Governor Arne Carlson on July 25 for the signing of the St. Croix River <br />Valley Tourism Alliance Articles of Incorporation. <br />The City Administrator and himself met with a representative from the Minnesota <br />Design Team which has worked with a number of cities and townships to review what <br />they felt was needed within their community. In order to get these people involved <br />requires an application the city has to prepare. If the City is selected there is a cost of <br />$3,000. <br />M/S/P Johnson/John - to apply for the Minnesota Design Team to come and visit the <br />City next Spring (3-day basis) at a cost of $3,000 if the City should proceed. (Motion <br />passed 5-0). <br />
