LAKE ELMO CITY COUNCIL BUDGET WORKSHOP AUGUST 30, 1994 Interim Chairperson, Rita Conlin called the Budget Workshop to order at 6:40 p.m. at the Parks Building. PRESENT: John (arrived 7:40 p.m.), Conlin, Mottaz, Johnston (arrived at 6:55 p.m.), Johnson, Finance Director, Banister, Administrator Kueffner (departed 7:00 p.m.) Banister handed out preliminary proposed budget with 1995 figures based on input from the August 2,1994 budget meeting. Banister reported our market value increased $284,701. This means with NO budget cuts the tax rate increased by 5.54%. Karen Leach, who serves on the Board of Community Volunteer Service of the St. Croix Valley area, requested a $1,000 support donation.. The community volunteers promote the following programs: Volunteer Center, Stillwater Senior Community Center, Transportation Program, Holiday Bureau and Off Again On again Shop. The Council approved the following: Youth Service Bureau $2,200 Family Violence Contribution 300 Community Volunteer Services 1,000 The Council discussed the following: FULL TIME PLANNER: The realistic range for a planner is $30,000-$40,000 so the Council put in $45,000 for a planner and added $15,000 for Professional Services Reserves. OFFICE COPY MACHINE: The council suggested looking into leasing a copier for the city office. OTHER: Council requested revisiting payment of Maguire Iron for painting water tower placed on council agenda. FIRE DEPARM ENT: Discuss firemen's compensation and review Staton Survey. Concern raised on the increased cost of the Fire Dept. in the future. Need input on basis for responding to rescue and medical calls from Fire Chief and Washington County Sheriff's Dept. M/S/P Mottaz/John - to discuss setting up a committee at a council meeting to work with the Fire Dept. (Motion passed 5-0).
