MINUTES APPROVED: 3-7-95 <br />LAKE ELMO CITY COUNCIL MINUTES <br />FEBRUARY 21, 1995 <br />Mayor John called the meeting to order at 7:00 p.m. in the council chambers. <br />PRESENT: Hunt, Conlin, John, Johnston, DeLapp, City Planner Jeff Smyser, City <br />Engineer Bohrer and City Attorney Filla. ABSENT: Administrator Kueffner <br />1. AGENDA <br />ADD: 4. Sgt. Swanson and Captain Johnson <br />M/S/P DeLapp/Conlin - to approve the February 21, 1995 city council agenda as <br />amended. (Motion passed 5-0). <br />2. MINUTES: February 7, 1995 <br />M/S/P Johnston/Conlin - to approve the February 7, 1995 city council minutes as <br />presented. (Motion passed 5-0). <br />3. CLAIMS <br />M/S/P Conlin/Hunt - to approve the February 21, 1995 claims #3514 through #3539 <br />as presented. (Motion passed 5-0). <br />4. PUBLIC INFORMATIONAL/INQUIRIES: <br />Sgt. Swanson, Washington County Sheriff's Department, submitted data showing total <br />calls increased from 2,599 in 1991 to 3,825 in 1994. The number of tickets have also <br />increased from 299 to 813. Since 1977 there has not been an increase in police <br />coverage, but the call load has greatly increased. <br />Captain Johnson reported the city has been selected to receive a COPS FAST grant <br />award to hire one new officer and is asking the city staff to proceed with the application <br />process. <br />M/S/P Johnston/Conlin - to work with Washington County to proceed with the COPS <br />FAST grant application to hire one new officer. (Motion passed 5-0). <br />5. OLD BUSINESS: <br />A. Heritage Preservation Commission <br />M/S/P Hunt/Conlin - to remove from the table the Heritage Preservation item. (Motion <br />passed 5-0). <br />
