I believe that this particular function <br />would best be structured as a Joint Powers Agreement between all of <br />those communities that wish to participate. I am enclosing the <br />draft of a proposed Joint Powers Agreement and offer the following <br />comments <br />1. The name of the Joint Human Rights commission would have <br />to be selected in some manner. <br />2. The initial number of Commission members would have to be <br />determined and the Agreement amended accordingly. I have <br />presumed that there would be two members from each city <br />on the initial Commission and that the terms of office <br />would be staggered no that one-third of the terms expire <br />each year. <br />3.
