This Agreement is entered into by and between the City of bake <br />Elmo, a Minnesota statutory city, Lakeland Shores, a Minnesota <br />statutory city; and Oak Park Heights, a Minnesota statutory <br />city (herein the "Cities"). <br />2. Recitals. <br />2.01 WHEREAS, pursuant to Minnesota Statute 412.221, Subd. 32, <br />each of the Cities who are parties to this Agreement have <br />the authority to protect the health, safety, order, <br />convenience and general welfare of its residents and, in <br />connection therewith, may establish a Human Rights <br />Commission; and <br />2.02 WHEREAS, pursuant to Minnesota Statute 471.59, each City, <br />by agreement entered into through action of their <br />respective governing bodies, may jointly or cooperatively <br />exercise any power common to each of the Cities; <br />2.03 WHEREAS, each of the Cities have determined that it would <br />be more efficient and economical to create a Multi -City <br />Human Rights Commission. <br />3. Purpose. It is hereby declared that it is the policy of the <br />Cities, in cooperation with the Minnesota State Department of <br />Human Rights, to secure for all citizens, equal opportunity in <br />housing, employment, public accommodations, public services, <br />and education, and to work consistently to foster a positive <br />human relations climate in each of the Cities. <br />4. <br />NOW, <br />THEREFORE, in consideration of the mutual undertakings <br />expressed herein, the Cities hereby create a Multi -City Human <br />Rights Commission to be known as the Human <br />Rights Commission (herein the "Commission"). <br />R <br />5. Rules and Regulations. The Commission shall conduct its <br />activities according to the following rules and regulations; <br />5.01 Qualifications. Each Commission member must be a person <br />with demonstrated interest in .fostering a positive human <br />relations climate in their community. <br />5.02 Membership. Appointment and Term.
