Each formal action of the Commission shall be <br />embodied in full upon the Minute Book as a formal motion <br />or resolution after an affirmative vote as provided <br />herein. The Minutes of each meeting shall be provided to <br />each member, and each member. City, and the public within <br />thirty days of the date of the meeting. The <br />recommendations and findings of the Commission shall be <br />presented to the member Cities at their next regularly <br />scheduled meeting. The records of the meetings and <br />actions and recommendations shall be transmitted to the <br />Clerk of each member City for keeping and distribution. <br />5.15 Training\ operational Costs. Commission members shall be <br />encouraged to avail themselves of training courses <br />offered. Member Cities shall budget a reasonable amount <br />for the reimbursement of expenses incurred in training of <br />appointed members each year and for the operation of the <br />Commission. Common costs shall he shared equally by <br />member Cities. <br />5.15 Powers apd duties. The Commission shall foster, through <br />education and public information, general awareness and <br />( understanding of human relations and human rights issues <br />and laws in the community. Further: <br />A. The Commission shall enlist the cooperation of <br />agencies, organizations and individuals in the <br />community, and shall cooperate with the human and <br />civil rights agencies of other Cities in an active <br />program directed to create equal opportunities and <br />equal rights for all persons. <br />B. The Commission shall annually. recognize individuals. <br />and groups for their contribution to furthering <br />positive human relations in the community. <br />C. The Commission shall advise the Mayor, City Council <br />and City Administrator on human relations and Civil <br />rights issues and recommend to -the Mayor, City <br />Council and City Administrator the adoption of such <br />specific policies or actions as are needed to <br />provide for full equal opportunity in the City of <br />Lake Elmo. <br />D. The Commission may recommend that the City take <br />part in the no-fault grievance process administered <br />by the Minnesota Department of Human Rights, and, <br />if such an election is made, the Commission shall <br />be bound by all rules promulgated pursuant to the <br />rule making authority of that body. <br />
