Each formal action of the Commission shall be embodied in full upon the Minute Book as a formal motion or resolution after an affirmative vote as provided herein. The Minutes of each meeting shall be provided to each member, and each member. City, and the public within thirty days of the date of the meeting. The recommendations and findings of the Commission shall be presented to the member Cities at their next regularly scheduled meeting. The records of the meetings and actions and recommendations shall be transmitted to the Clerk of each member City for keeping and distribution. 5.15 Training\ operational Costs. Commission members shall be encouraged to avail themselves of training courses offered. Member Cities shall budget a reasonable amount for the reimbursement of expenses incurred in training of appointed members each year and for the operation of the Commission. Common costs shall he shared equally by member Cities. 5.15 Powers apd duties. The Commission shall foster, through education and public information, general awareness and ( understanding of human relations and human rights issues and laws in the community. Further: A. The Commission shall enlist the cooperation of agencies, organizations and individuals in the community, and shall cooperate with the human and civil rights agencies of other Cities in an active program directed to create equal opportunities and equal rights for all persons. B. The Commission shall annually. recognize individuals. and groups for their contribution to furthering positive human relations in the community. C. The Commission shall advise the Mayor, City Council and City Administrator on human relations and Civil rights issues and recommend to -the Mayor, City Council and City Administrator the adoption of such specific policies or actions as are needed to provide for full equal opportunity in the City of Lake Elmo. D. The Commission may recommend that the City take part in the no-fault grievance process administered by the Minnesota Department of Human Rights, and, if such an election is made, the Commission shall be bound by all rules promulgated pursuant to the rule making authority of that body.
