LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 21, 1995 ZF <br />B. Request for text amendment regarding length of cul-de-sacs <br />Robert Helwig submitted a letter requesting that the city amend Section 401.380 of the <br />city code which regulates the length of the permanent cul-de-sacs to eliminating any <br />and all references to the length of cul-de-sacs. He pointed out existing cul-de-sacs in <br />our city that are from .3 to .6 of a mile which definitely over 800 feet. This would affect <br />two developments which are currently underway. <br />The council felt this has been an issue of concern and treated this as a city request <br />rather than a property owners' request. The council asked the Planning Commission to <br />initiate a study as to whether or not 800 feet is good or bad. <br />M/S/P Conlin/DeLapp - to ask the Planning Commission to study Section 401.380 of <br />the city code governing the regulations on length of cul-de-sacs, including a definition of <br />temporary cul-de-sacs, and place this as a priority item on their next meeting. (Motion <br />passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. Resolution No. 95-13 through 95-22 receiving feasibility reports and calling <br />public hearing for 1995 overlays <br />1. Jane Road:Upgrade for bike/pedestrian trail improvements: The parks <br />commission recommended that a bicycle/pedestrian trail not be incorporated into the <br />bituminous overlay of Jane Road at this time. The commission also recommended the <br />council Incorporate into the 1995 overlay projects a stripe which delineates a 4' wide <br />trail be painted at the time of overlay on both sides of all those roads that are <br />designated future bike/pedestrian trails on the Comp Plan. The commission recognized <br />the striping would be paid for by the city from the parks budget and the roads <br />recognized are 42nd St., Jamaca Avenue, Jamaca Blvd. (north of Lake Jane), 55th <br />and 53rd Street. Bohrer will look into the ramifications of posting signs designating <br />areas as bikeway; such as, would parking be prohibited on all of those streets. <br />2. Discussion with Lake Elmo Hardwood Lumber: They have had discussions with <br />Joe Rogers, who would be the property owner totally assessed for those <br />improvements, and he does not favor such an improvement. This proposed project will <br />be deleted. <br />3. Discussion with the owners of the Brookfield Addition regarding the shared <br />driveway between the city hall and Brookfield I. They are very much in favor of <br />looking into the possibility that this common driveway would be adopted as a city street <br />and then improved. This project will remain in the report. <br />
