LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 21, 1995 <br />substantially different than the 1980-87 proposal. Judge Doyscher gave them until <br />Friday, February 24, 1995 to submit any additional information. <br />9. CITY COUNCIL REPORTS: <br />Mayor John reported that on February 9 he attended the Washington County Planning <br />Commission meeting which was reviewing their Comprehensive Plan. Long term <br />planning issues were discussed for West Lakeland. <br />On February 13 he presented the Rural City Center concept to the Lake Elmo Business <br />Association together with a request that they provide tangible evidence of their support <br />for the visit of the Minnesota Design Team. <br />On February 16 he attended a workshop organized by the Office for Social Justice, part <br />of Archdiocese of St. Paul and Minneapolis to discuss the growing concern for the <br />increasing poverty of the City Centers, and its spread to the inner ring of suburbs. The <br />workshop was part of a public awareness program,. to make sure that everyone in the <br />developing outlying suburbs were aware of the growing problems at the city's cores. <br />Council member DeLapp provided a copy of an article entitled "BofA joins battle on <br />suburban sprawl" out of the February 20, 1995 San Francisco Examiner. <br />Council member Hunt suggested it may be a good idea for all commissions and <br />committees in the city to organize mission statements every few years. This would help <br />( with communication between the various commission and the city council. Possible <br />sunset clauses for certain committees or commission should also be investigated. He <br />also brought up his concern on the future of the Lake Elmo Library and wanted to talk <br />about this at a future council meeting in regard to a proposed move to Oakdale and <br />comments from County Commissioner Hauser. <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Design Team Visit Preparation: Meeting with General Public <br />The Lake Elmo Business Association hosted a luncheon at Tartan Park for all business <br />owners in the City. The same type of presentation will be given to the general public so <br />that the city can general further support. <br />M/S/P Hunt/Conlin - to direct the City Administrator tosign agreement with the VFW to <br />rent its hall on Saturday, March 4, 1995, from 8:00 a.m. to 12 noon at a cost of $75 to <br />present the Design Team program to the general public and approve funds for <br />refreshments as deemed fitting by the Mayor and City Admin.
