The provisions of the draft <br />resolution would appear to be applicable within the City of Lake <br />Elmo. The resolution simply recites the reasons why the League of <br />Minnesota Cities is sponsoring the legislation. <br />If adopted, the legislation would obligate the Minnesota <br />Public Utilities Commission to adopt regulations and standards <br />which could then be implemented by appropriate ordinances or <br />resolutions within local units of government. The City of Lake <br />Elmo could implement those regulations within the City of Lake Elmo <br />or it could enter into a joint powers agreement with adjacent <br />communities and create an organization similar to the existing <br />cable commission which would then implement the terms of the joint <br />powers agreement. <br />The proposed resolution is in proper legal form.
