LAKE ELMO CITY COUNCIL MINUTES APRIL 18, 1996 <br />B. Ordinance 8110 amending Future Land Use Map of 1990 Comprehensive Plan <br />In October of 1994, the Council approved, conditionally, a Comprehensive Plan <br />amendment to the Future Land Use Map allowing the Howard Michels property to be <br />designated RED. In the letter from the Metropolitan Council, dated April 7, 1995, it <br />states that because this, is a minor amendment (no system impact), the City can put the <br />amendment into effect immediately. The Met. Council does retain the right to a 60 day <br />comment period. <br />M/S/P Johnston/DeLapp - to adopt Ordinance 8110 amending the Future Land Use <br />Map of the Lake Elmo Comprehensive Plan changing the future land use designation of <br />the Howard Michels' property, as described from Rural Ag Density (RAD) to Residential <br />Estate Density (RED), based on the favorable recommendation of the Metropolitan <br />Council in it's April 7, 1995 letter. (Motion passed 5-0). <br />C. Appointments to Planning Commission (resignation from Planning Commission) <br />The City received a letter of resignation from the Planning Commission from Susan <br />Dunn due to the increased travel required of her job. Four applications were received <br />in response to our advertisement for Planning Commission members. Roger Colombo <br />asked that his previous application be reconsidered. Susan Koch and Steve Skelton <br />attended the meeting indicating their reasons for serving on the Commission. The <br />following vote by paper ballot was taken: <br />M/S/P John/Johnston - to accept the resignation of Susan Dunn from the Planning <br />Commission, and direct the staff to send a letter of appreciation to Ms. Dunn for her <br />service on the Planning Commission. (Motion passed 5-0). <br />M/S/P Conlin/Hunt - to appoint Roger Colombo, 11988 21 st St. N., as a full voting <br />member of the Planning Commission to serve out the term of Lonny Thomas that will <br />expire on December 31, 1995. (Motion passed 5-0). <br />M/S/P Conlin/Johnston - to appoint Susan Koch, 7990 DeMontreville Trail N., as the <br />first alternate to the Planning Commission. (Motion passed 5-0). <br />M/S/P Conlin/DeLapp - to appoint Steven Skelton, 9251 9th St. N., as the second <br />alternate to the Planning Commission. (Motion passed 5-0). <br />The council acknowledged the application for the Planning Commission from Thomas <br />P. Armstrong, and he will be considered in the future when there is a vacancy. <br />M/S/P HunUDeLapp - to contact Thomas P. Armstrong and ask if he is interested in <br />serving on the Parks Commission. (Motion passed 5-0). <br />
