LAKE ELMO CITY COUNCIL MINUTES APRIL 18, 1995 <br />M/S/P Conlin/Hunt - to table the Water Surface Use Ordinance until the May 2, 1995 <br />city council meeting. (Motion passed 5-0). <br />6. PLANNING/LAND USE & ZONING: <br />A. Resolution No. 95-36 declaring adequacy of petition and ordering preparation of <br />report for sanitary sewer and water within MUSA <br />The City received a petition for Sanitary Sewer and Water Improvements for the SE 1/4 <br />of Section from the Northland Land Company (parent company of United Properties). <br />The Northland Land Company is willing to reimburse the City for its actual expenses <br />incurred in connection with said updated feasibility report, provided the costs thereof do <br />not exceed $5,000. <br />M/S/P John/Johnston - to adopt Resolution No. 95-36 declaring the adequacy of <br />petition from the Northland Land Company and ordering the preparation of report for a <br />cost not to exceed $5,000. (Motion passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. Review of Transportation Portion of County's Comprehensive Plan <br />Larry Bohrer reviewed the transportation segment of the draft Washington County <br />Comprehensive Plan and specifically looked for impacts on the City. Bohrer <br />commented on the System Deficiencies, Jurisdictional Changes, Realignments and <br />New Alignments, Transit System Concept Plan, 1995-1999 Capital Improvements <br />Program and Access Spacing Guidelines of the Plan. The Council made the following <br />comments: <br />(1) the proposed new connection from Inwood Avenue to Highway 5 would cause the <br />displacement of a home, come close, if not through, the Animal Inn Cemetery and enter <br />into the new Howard Michels subdivision. There would be a significant change in grade <br />and this new connection would be very expensive, <br />(2) the Plan doesn't take into consideration the full impact of the new St. Croix Bridge <br />on Highway 5 and Manning Avenue to the South, <br />(3) clarify the design standards for minor arterials in other jurisdictions, <br />(4) there are inconsistencies in the transit portion of the plan in that the TH36 wide <br />right-of-way will be preserved for future LRT, but then stops at the St. Croix River. No <br />provisions seem to be made beyond that point. <br />(5) request more detail on intent of 10th street right-of-way acquisition from Inwood to <br />Manning. The city would be against an extension. <br />(6) should Hudson Blvd. remain under state jurisdiction or transferred to local <br />jurisdiction. <br />At the May 2, 1995 meeting, the Council will discuss these comments, summarized by <br />the City Engineer, to be passed on to the County. <br />
