LAKE ELMO CITY COUNCIL MINUTES APRIL 18, 1995 <br />M/S/P Hunt/John - to direct the City Administrator to send a letter to Washington <br />County stating Inwood Avenue by 27th Street is in dangerous condition and should be <br />corrected immediately and upgraded by 1996, if not in 1995. (Motion passed 5-0). <br />Council member Conlin explained it has been brought to their attention during Board of <br />Review that 15th Street is in such bad shape that one needs a 4-wheel drive to get into <br />their homes. The gravel is off the road and into the ditches making it difficult for the <br />homeowners to cut the ditches. Larry Bohrer will offer his assistance to Dan Olinger on <br />what can be done to resolve the problem. <br />8. CITY ATTORNEY'S REPORT: <br />A. Junker Landfill Update <br />Attorney Filla reported the estimated clean-up cost is $20 million with Lake Elmo's <br />share being $3,300 if the allocation is on a volume basis. For that amount of money it's <br />hard to justify not to participate in this agreement as opposed to incurring legal fees <br />that would be greater. Filla suggested executing the Junker Landfill agreement and <br />submit the $5,000 payment subject to the following conditions as adopted by the City <br />Council as shown below: <br />M/S/P Hunt/Conlin - to authorize the Mayor to execute the Junker Landfill agreement <br />and submit $5,000 payment subject to: <br />1. Verification that costs will be allocated on a volumetric basis, <br />2. Verification that estimated volume of Junker Landfill site is approx. 4.5 million cubic <br />yards, <br />3. Verification that Lake Elmo's contribution to the Junker Landfill is approximately <br />1,500 cubic yards. (Motion passed 5-0). <br />9. CITY COUNCIL REPORTS: <br />Mayor John announced that Tornado Awareness Week is April 24 through 28, 1995 <br />and their will be a tornado drill Thursday, April 27, 1995 when sirens will sound at 1:45 <br />p.m. and 6:55 p.m. When the sirens sound, residents should tune into a local <br />broadcast channel to hear information regarding the tornado drill. Do not call 9-1-1. <br />An interview party representing the Minnesota Design Team will meet on April 19, 6:30 <br />p.m. at City Hall. <br />Dr. Wettergren, Ind. School Dist. #834, will attend the May 16, 1995 City Council <br />meeting to explain the school bond referendum. <br />
