MINUTES APPROVED: 6-6-95 <br />LAKE ELMO CITY COUNCIL MINUTES <br />MAY 16, 1995 <br />Mayor John called the meeting to order at 7:00 p.m. in the council chambers. PRESENT: Hunt, Conlin, <br />John, Johnston, DeLapp, City Engineer Bohrer, City Planner Terwedo, City Attorney Filla and <br />Administrator Kueffner. <br />I.AGENDA <br />ADDITIONS: 5D. Olson Lake Estates Pond, 5E. Design Team Visit Fall of 1995 <br />6D. Wyn John's letter on the Washington County Comp Plan <br />7C. Update on Dead End & No Outlet Signs on 33rd St., 7D. Gravel Building up on 15th St. <br />M/S/P Johnston/Hunt - to approve the May 16, 1995 City Council agenda as amended. (Motion passed <br />5-0). <br />2. MINUTES: May 2, 1995 <br />M/S/P John/Hunt -to approve the May 2, 1995 City Council minutes as amended. (Motion passed 5-0). <br />3. CLAIMS <br />M/S/P DeLapp/Hunt - to approve the May 16, 1995 Claims #3709 through #3744 as presented. (Motion <br />passed 5-0). <br />4. PUBLIC INFORMATIONAL: <br />A. D.A.R.E. Culmination Program, Lake Elmo Elementary School:Deputies Caroon & Osterman <br />Washington County Deputies Mark Caroon and Larry Osterman gave a summary of the D.A. R.E. <br />Program and extended an invitation to the Council to attend the D.A.R.E. Graduation held at the Lake <br />Elmo Elementary School on Friday, May 19, 1995 at 12:00 Noon. <br />B. Minnesota Pollution Control Agency regarding SW1 <br />Nile R. Fellows, MPCA Project Mgr, and Gregg Rocheford, MPCA Staff Hydrogeologist gave an update <br />regarding the Lake Jane landfill. The MPCA has a $2.2 million plan to place a cap over the contaminated <br />fill site and a new methane gas extraction system. Currently, the Public Works Dept., Fire Station No. 2 <br />and compost site are on the 110 acre landfill site. The fire station #2 and the compost site will have to be <br />relocated, but the maintenance building was said to be approx. 150' horizontally away from the fill area <br />and is not proposed to be relocated by the MPCA. <br />Administrator Kueffner has stated in the past that the city should not have to pay for a new station. She <br />was not convinced that the fill area is far enough away from the maintenance building and voiced her <br />concern of the health, safety, and welfare of the employees there. Councilman DeLapp was concerned <br />about the aesthetics of the proposed project since the property is between a residential neighborhood and <br />a park. He suggested planting a few thousand shrubs in the area. Council member Johnston inquired if <br />the methane could be transformed into usable energy. Nile Fellows said there was not enough energy for <br />such a project. The project is still pending agreements with Ramsey and Washington Counties. <br />
