LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1995 2 <br />C. Elementary School #834 Bond Referendum Election <br />Dr. David Wettergren, Superintendent of Schools, addressed $20,740,000 Elementary Bond Referendum <br />coming up for a vote on Tuesday, May 23, 1995. <br />S. OLD BUSINESS: <br />A. Proposed Ordinance regulating City Council meetings <br />The City attorney has reviewed the proposed ordinance regulating City Council meetings and a final draft <br />was attached for council consideration. <br />M/S/P Johnston/Conlin - to adopt Ordinance 8113, as amended, amending Section 203.010 relating to <br />City Council meetings. (Motion passed 5-0). <br />B. Lake Rule Signs (Postponed until the June 6, 1995 council meeting) <br />C. 1-94 Minor Comp Plan Amendment <br />The City Council and Planning Commission have discussed and considered a Comprehensive Plan <br />Amendment for a parcel of land located along Hudson Blvd. (1-94 Frontage Road) between County Road <br />19 and County Road 17. This amendment would change the land use designation from Residential <br />Estates to Limited Business. <br />The City Planner reviewed the proposed amendment and felt it may be premature at this time to change <br />the land use designation before the whole area has been studied. At their May 8, 1995 meeting, the <br />Planning Commission recommended tabling action on amending the land use designation until the 1-94 <br />Corridor Study is done by the City Planner. (Motion passed 5-0). <br />M/S/P Hunt/Conlin - to continue consideration of a Comprehensive Plan Amendment for a 120 acre <br />parcel of property between County Road 19 and County Road 17 along 1-94 based on the <br />recommendation of the Planner and Planning Commission. (Motion passed 5-0). <br />D. Olson Lake Estates Pond <br />The Recommendation and Managers Preferred Option 3 for the Olson Lake Estates Pond Outlet System <br />seemed to receive favorable comments from residents that petitioned for a hearing with the Board of Soil <br />and Water Resources. The consensus of the petitioners was they would prefer to see this project <br />proceed this year rather than going through with the hearing, delaying the Plan Amendment process and <br />the construction of this alternative. After receiving a letter which included a request for consideration of <br />environmental issues as part of the design process from Barb Walsh, Bruce Sandstrom indicated that all <br />persons petitioning for the hearing, except for the City, had submitted written letters of withdrawal of the <br />petition. The financing of the project has not been resolved. Lake Elmo stated they were opposed to the <br />ad valorem tax to the entire VBWD and preferring reasonable assessments only to the Oakdale <br />contributors. <br />M/S/P John/Hunt - to withdraw a petition for a hearing with BOWSR to discuss the revised watershed <br />plan for Valley Branch Watershed District. (Motion passed 5-0). <br />E. Design Team <br />The Design Team has selected Lake Elmo for a visit this fall. A date has to be set for the visit and a <br />committee set up to coordinate different aspects of the visit (housing, food, facilities, etc.). <br />
