MINUTES APPROVED:9-5-95 <br />LAKE ELMO CITY COUNCIL MINUTES <br />August 15, 1995 <br />Mayor John called the city council meeting to order at 7:00 p.m. in the council chambers. <br />PRESENT: Hunt, Conlin, John, Johnston, DeLapp, City Engineer Bohrer, City Planner <br />Terwedo, City Attorney Filla and Administrator Kueffner. <br />1. AGENDA <br />4. Update on erosion control in Lake Elmo Hts. 3rd Addition, Resurfacing project on Jane Rd. <br />N., ADD:application to PZ appointments, 6D. Update on Design Team Visit, 9. Open up south <br />side trail of Regional Park, POSTPONE:Assessment Policy <br />M/S/P John/Johnston - to approve the August 15, 1995 City Council agenda as amended. <br />(Motion passed 5-0). <br />2. MINUTES: August 1, 1995 <br />M/S/P DeLapp/Hunt - to approve the August 1, 1995 City Council Minutes as amended. <br />(Motion passed 4-0-1:Abstain:Conlin) <br />3. CLAIMS <br />M/S/P Hunt/Conlin - to approve the August 15, 1995 claims #3969 through #4008 as <br />presented. (Motion passed 5-0:Councilman DeLapp abstained from voting on Claim #3975 <br />Large boards for Design Team Visit purchased by DeLapp, $32.84). <br />4. PUBLIC INFORMATIONAL/INQUIRIES: <br />A. VBWD Vacancy <br />The VBWD term of Gordon Moosbrugger expires on November 14, 1995. As noted in the <br />memo from Washington County, the city has the opportunity to recommend to the County <br />reappointment of Mr. Moosbrugger or someone else in the community. <br />M/S/P John/Hunt - to direct the staff to send a letter to the VBWD strongly recommending <br />Gordon Moosbrugger's reappointment to the VBWD. (Motion passed 5-0). <br />B. Status of Erosion Control in Lake Elmo Hts. 3rd Addition <br />Larry Bohrer reported he walked the entire drainage system and couldn't find any evidence of <br />deposited silt and soil. There is a natural pond that is on the border between the list and 2nd <br />addition and that water was quite dirty and cloudy. He looked at the outlet of the pond and <br />could not find any evidence that water had left the pond onto Stillwater Blvd. The silt fences <br />were still up on Lake Elmo Heights 3rd Addition, but he did find some areas that the water had <br />gotten underneath them. Royal Oaks Realty repaired the silt fences the next day. Bohrer met <br />
