LAKE ELMO CITY COUNCIL AGENDA AUGUST 15, 1995 4
6. PLANNING/LAND USE & ZONING:
A. Request Funding for Brown's Creek WMO
M/S/P DeLapp/Hunt - to fund $200.00 of the scoping study of the Brown's Creek Watershed.
(Motion passed 5-0).
M/S/P DeLapp/Johnston - to commit Lake Elmo's share of $425.00 towards the
hydrologic/hydraulic study of Brown's Creek. (Motion passed 5-0).
B. INFORMATIONAL: Roadway Services Concept/Land Use Analysis
At the August 1, 1995 meeting, the Council directed the City Planner to review the information
submitted by Roadway Services in order to determine if this development would be
appropriate along the 1-94 Corridor. Based on the information submitted to the City in March
of 1995, the City Planner concluded that this use may not be appropriate based on current
land use policies established along the 1-94 Corridor. Until the City specifically studies the
area, no change in the Comprehensive Plan should be made at this time to allow this type of
use. To change the existing policies to accommodate such a use may set a a bad
precedence for the area. The City's Comprehensive Plan should be amended based on a
detailed study of the area which would then reflect the goals and objectives of the City of Lake
Elmo and not to accommodate a use which may not be appropriate.
C. Overland Park Trip - Overview
City Planner Terwedo provided a memo on the July 20th visit to Overland Park, Kansas to tour
an Office Park complex, Corporate Woods which is known as a good example of a planned
unit development incorporating good site design with quality architecture. The Administrator
and Planner felt the trip was very educational.
D. Update on Minnesota Design Team Visit
City Planner Terwedo provided a schedule for the September 28 - September 30 Design
Team visit. The steering committee has met 3 times, twice with the two representatives of the
design team. A Volunteer Meeting is scheduled for Thursday, August 24, 1995 at 5 p.m.
7. CITY ENGINEER'S REPORT:
A. Status of the Bituminous Overlay Street Project
City Engineer Bohrer and Mayor John will meet with the Dunns and Markgrafs on Thursday,
August 17th, 5 p.m., to receive their concerns (should the end of the road be paved at all, if it
is paved should, there be some type of turnaround at end of road) and report back to the City
Council.
