LAKE ELMO CITY COUNCIL AGENDA AUGUST 15, 1995 <br />At the last meeting when representatives of the Washington County highway dept. were here <br />to discuss the proposal for Inwood Avenue, it was suggested that the City Engineer provide <br />information as to road width on other similar roads. <br />In all of these cases some type of state aid funds were used in the construction of each of <br />these roads so the road width and shoulder width is a standard of the state aid rules and <br />regulations and the shoulder width is dictated by traffic count. In an urban design, there is not <br />a requirement for a shoulder. <br />8. CITY ATTORNEY'S REPORT: <br />A. SW1 <br />M/S/P John/Hunt - to advise the PCA that the City of Lake Elmo will allow access to the site. <br />(Motion passed 5-0). <br />M/S/P John/Hunt - to advise the PCA that if the City cannot resolve its issues with Washington <br />County, the City intends to enter into a binding agreement within the deadline requested by <br />the PCA, provided that the binding agreement at least includes a provision which requires <br />Washington County and Lake Elmo to resolve their differences in regard to the compensation <br />issues between the City and County by means of binding arbitration. (Motion passed 5-0). <br />9. CITY COUNCIL REPORTS: <br />Councilman DeLapp received a call requesting the city open up the south side of the trail to <br />the Regional Park. D. Geffrey, 10th Street, stated one of the reasons he bought the property <br />was the use of the Regional Park by his back door. He has horses and requests the city open <br />up the horse trail to the Lake Elmo Regional Park. The Parks Commission was asked to <br />revisit this item, do they want to improve the trail and accept the liability and negotiate an <br />easement with Andrew's property, and make a recommendation. <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Assessment Policy Proposal for Discussion (postponed) <br />B. Meeting with Metropolitan Council <br />C. Metropolitan Council on "Metropolitan Livable Comm Act. of 1995" <br />The City Council will attend the August 22nd meeting at the Met Council and requested an <br />invitation be sent to the Planning Commission.
