MINUTES APPROVED:9-5-95 <br />LAKE ELMO CITY COUNCIL'BUDGET WORKSHOP <br />AUGUST 29, 1995 <br />Council person Conlin called the budget workshop to order at 5:12 p.m. in the council <br />chambers. PRESENT: Hunt, Conlin, DeLapp, Johnston (arrived 5:35 p.m.), Kueffner, <br />Terwedo, Banister and Kueffner. ABSENT:John <br />1. AGENDA <br />Add: Memo from Planner Ann Pung-Terwedo on Cluster Land Use Policy <br />M/S/P Hunt/DeLapp - to approve the August 29, 1995 Council agenda as amended. <br />(Motion passed 3-0). <br />M/S/P Hunt/Conlin - to postpone discussion on this agenda item until Council person <br />Johnston arrives at the meeting. (Motion passed 3-0). <br />PROPOSED 1996 BUDGET: <br />Finance Director Banister provided the Council with a proposed 1996 budget and a <br />handout on Residential Homestead Taxes versus Commercial/Industrial Taxes. The <br />Council discussed the proposed budget and made the following changes: <br />Page 2: <br />Council Expense Fund - Decrease from $5,000 to $4,000 <br />Professional Services: Engineer - lower from $40,000 to $35,000 <br />Heritage Preservation - Eliminate the $1,500 <br />Page 3: 2% State Aid/Contributions - Add $1,548 to $15,000 <br />Banister provided copies of the Volunteer Firefighters Relief Association report form, <br />Annual Corporate Registration for 1995, Pension Information for the Year Ended <br />December 31, 1994. Banister pointed out on Page 3, the city's contribution will be <br />$1,548. In 1993 the Council approved the Relief Assoc. By -Laws which included an <br />increase from $1,350 to $1,450/year. Every time the city approves the extra $100/year, <br />it's going to increase the amount of money that the Fire Dept. needs. <br />Total Fire Department Budget: leave as -is, stay within last years budget. Concern <br />with too many members answering one call. There was council consensus of the four <br />council members present to direct the staff to recommend hiring consultation, outside of <br />the City, such as through the League of MN cities or a professional, to analyze the Fire <br />Dept. to become more efficient. <br />
