MINUTES APPROVED: 9-49-95 LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5,1995 5:00 P.M. SPECIAL MEETING:County Rd. 13 - Washington County Public Works Mayor John called the council meeting to order at 7:10 p.m. in the city council chambers. PRESENT:Hunt, Conlin, John, Johnston, DeLapp, City Engineer Bohrer, City Planner Terwedo, City Attorney Filla and Administrator Kueffner. 1. AGENDA ADD: 4. Request by Ed Abbott for a permit for fireworks, 10b. Handout of DRAFT Assessment Policy M/S/P Conlin/DeLapp - to approve the September 5, 1995 City Council agenda as amended. (Motion passed 5-0). 2. MINUTES: June 23, 1995 Special Meeting M/S/P DeLapp/Hunt - to approve the June 23, 1995 Special Meeting minutes as amended. (Motion passed 4-0-1Abstain:Conlin). MINUTES: August 16, 1995 M/S/P Johnston/Hunt - to approve the August 15, passed 5-0). 1995 City Council minutes as amended. (Motion MINUTES: August 22, 1995 Budget Workshop M/S/P Conlin/DeLapp -to approve the August 22, 1995 Budget Workshop minutes as amended. (Motion passed 5-0). MINUTES: August 29, 1996 Budget Workshop M/S/P Johnston/Del-app - to approve the August 29, 1995 Budget Workshop minutes as amended (Motion passed 4-0-1:Abstain-John). 3. CLAIMS M/S/P Johnston/DeLapp - to approve the September 5, 1995 Claims, #4009 through #4046, as presented. (Motion passed 5-0:John abstained from Claim #4009-Wyn John, cameras for MN Design Team $15.69). 4. PUBLIC INQUIRIES: Mary Siedow, 2796 Inwood Avenue N., stated at the 26th Street entrance the water is coming down and damaging his property and suggested putting a couple of drainage culverts under the road to divert the water from running onto his property. Larry Bohrer explained that the platted drainage way, that is on the north side of Mr. Siedow's property, takes drainage from not only a portion of Lake Elmo Hts. 2nd addition, but also a portion of Lake Elmo Hts. 3rd addition and the westerly Inwood Avenue ditch. A suggestion was made if perhaps a portion of the water could be intercepted in the Inwood Avenue ditch and diverted to the east side that would diminish the amount of flow that goes along that drainage way. Bohrer felt installing a culvert appeared to be feasible from an engineering standpoint, and it would be a good solution, if permissible, incorporated with the new design of Inwood Avenue. Bohrer indicated that Lake Elmo Heights 3rd Addition has met our storm water requirements.
