MINUTES APPROVED: 9-49-95 <br />LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 5,1995 <br />5:00 P.M. SPECIAL MEETING:County Rd. 13 - Washington County Public Works <br />Mayor John called the council meeting to order at 7:10 p.m. in the city council chambers. <br />PRESENT:Hunt, Conlin, John, Johnston, DeLapp, City Engineer Bohrer, City Planner Terwedo, City <br />Attorney Filla and Administrator Kueffner. <br />1. AGENDA <br />ADD: 4. Request by Ed Abbott for a permit for fireworks, 10b. Handout of DRAFT Assessment Policy <br />M/S/P Conlin/DeLapp - to approve the September 5, 1995 City Council agenda as amended. (Motion <br />passed 5-0). <br />2. MINUTES: June 23, 1995 Special Meeting <br />M/S/P DeLapp/Hunt - to approve the June 23, 1995 Special Meeting minutes as amended. (Motion <br />passed 4-0-1Abstain:Conlin). <br />MINUTES: August 16, 1995 <br />M/S/P Johnston/Hunt - to approve the August 15, <br />passed 5-0). <br />1995 City Council minutes as amended. (Motion <br />MINUTES: August 22, 1995 Budget Workshop <br />M/S/P Conlin/DeLapp -to approve the August 22, 1995 Budget Workshop minutes as amended. (Motion <br />passed 5-0). <br />MINUTES: August 29, 1996 Budget Workshop <br />M/S/P Johnston/Del-app - to approve the August 29, 1995 Budget Workshop minutes as amended <br />(Motion passed 4-0-1:Abstain-John). <br />3. CLAIMS <br />M/S/P Johnston/DeLapp - to approve the September 5, 1995 Claims, #4009 through #4046, as <br />presented. (Motion passed 5-0:John abstained from Claim #4009-Wyn John, cameras for MN Design <br />Team $15.69). <br />4. PUBLIC INQUIRIES: <br />Mary Siedow, 2796 Inwood Avenue N., stated at the 26th Street entrance the water is coming down and <br />damaging his property and suggested putting a couple of drainage culverts under the road to divert the <br />water from running onto his property. Larry Bohrer explained that the platted drainage way, that is on the <br />north side of Mr. Siedow's property, takes drainage from not only a portion of Lake Elmo Hts. 2nd <br />addition, but also a portion of Lake Elmo Hts. 3rd addition and the westerly Inwood Avenue ditch. A <br />suggestion was made if perhaps a portion of the water could be intercepted in the Inwood Avenue ditch <br />and diverted to the east side that would diminish the amount of flow that goes along that drainage way. <br />Bohrer felt installing a culvert appeared to be feasible from an engineering standpoint, and it would be a <br />good solution, if permissible, incorporated with the new design of Inwood Avenue. <br />Bohrer indicated that Lake Elmo Heights 3rd Addition has met our storm water requirements. <br />
