Handouts from Saturdays' meetings, 12E. <br />Approval of Park Shelter Workers <br />M/S/P Johnston/Del-app - to approve the December 6, 1995 City Council agenda as amended. (Motion <br />passed 4-0). <br />2. MINUTES: November21, 1995 <br />M/S/P Johnston/Del-app - to approve the November 21, 1995 City Council minutes as amended. (Motion <br />passed 4-0). <br />3. CLAIMS <br />An additional handout of claims #4309 through #4329 were received. <br />M/S/P Johnston/Conlin - to approve the December 6, 1995 claims #4269 through #4329 as presented. <br />(Motion passed 4-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Public Inquiries - None <br />B. Steve Starke:Metropolitan Council - Discussion of "NutraLime" <br />Steve Starke, Metropolitan Council, presented a video on "NutraLime" and "N-Viro Soil" and explained <br />these products are permitted by the MPCA and Dept. of Agriculture. The Council voiced their concern on <br />lack of notification when NutraLime is going to be spread on land within the City and requested the City <br />be notified at least thirty days before the land spreading occurs so that the residents in the area can be <br />notified. <br />M/S/P Conlin/John - to direct the staff to work with Steve Stake in notifying the city of property involved in <br />NutraLime application including identification of hauler, and submit a list of adjacent property owners to <br />Mr. Stake so they can notify the property owners within a month of the date of NutraLime application. <br />(Motion passed 4-0). <br />C. Resolution No. 95-56 Adopting 1996 City Budget and Levy Taxes <br />Council member Conlin stated she received a call from a resident concerned about the city appropriating <br />funds for charitable organizations. If people want to make charitable contributions, it should be done by <br />their own choice to charities of their own choice. DeLapp was not comfortable in paying $11;300 for <br />charities that he might contribute through United Way contributions, personal contributions or Washington <br />County. <br />M/S/P DeLapp/Conlin - to accept the 1996 City Budget which includes the old figures of 1995 for <br />contributions ($1,000 Community Volunteer, $300 Family Violence, $2,200 Youth Service Bureau). <br />(Motion passed 3-1:John: We have a budget we agree in total. We should not suddenly reduce it by <br />$7,800 and then find we're short that money that we could find a use for) <br />M/S/P Johnston/Del-app - to adopt Resolution 95-56, as amended, approving the 1995 Tax Levy, <br />Collectible in 1996. (Motion passed 4-0). <br />
