LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 1996 <br />8. CITY ENGINEER'S REPORT: <br />A. Drainage problems on Lake Jane Trail/Jane Road, post-1984 reconstruction of 45th, Julep and <br />47th Street <br />During the public hearing for the rezoning of the Berschen property for a public works site, concerns were <br />brought up on an existing drainage problem on Lake Jane Trail/Jane Road. <br />M/S/P John/Johnston - to direct the City engineer to investigate the drainage problems on Lake Jane <br />Trail/Jane Road, post- 1984 reconstruction of 45th, Julep and 47th Streets and to come back with a <br />recommendation to alleviate the problem. (Motion passed 5-0). <br />9. CITY ATTORNEY'S REPORT: <br />Attorney Filla reported the "Notices of Claims" served on the City were forwarded to the League of <br />Minnesota Cities. These "Notices of Claims" are on behalf of residents claiming damages from flooding <br />and/or excessive flows and volumes of water on properties within the Browns Creek Watershed. Lake <br />Elmo has a very small portion of land within this Watershed. <br />10. UNFINISHED BUSINESS: None <br />11. CITY COUNCIL REPORTS <br />Council member Conlin attended the Ramsey/Washington Counties Suburban Cable Commission <br />meeting on January 11, 1996 and provided a memo on Franchise Renewal Process:Oakdale Advertising <br />Policy and asked that this memo be copied to the Council. This policy regulating advertisement in its <br />publications, on its government access channel, and on the signage located at City ballfields may be <br />something Lake Elmo might consider. <br />Council member DeLapp furnished an update on the Stillwater Bridge Design Committee which has <br />rejected red and approved blue-green as the color of the bridge. <br />Councilman Hunt gave an update on the Joint Meeting with the MAC and City Council on January 8, <br />1996. The role of the MAC was discussed and Mayor John passed out a list he had prepared of 8 areas <br />MAC should be addressing. It was suggested that a Report from MAC be added as a monthly council <br />agenda item. Bud Talcott will be meeting with the Finance Director and other Council members to go <br />over the EXCEL spread sheet he developed. <br />Council member Johnston asked if the Council could receive a copy of the minutes of the December 16, <br />1995 meeting between the Mayor, City Administrator and Fire Department. <br />The Council requested that an offer be extended to the Planning Commission to attend the Sensible Land <br />Use Coalition Meeting on January 31 from 7:30 a.m, to Noon. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Board of Review <br />The City received a memo from Scott Hover, Washington County Assessor, regarding the 1996 Local <br />Board of Review. Lake Elmo has been tentatively scheduled for April 11, 1996 from 4 to 6 p.m. and April <br />30th at 6:30 p.m. <br />M/S/P Delapp/Hunt - to confirm the 1996 Local Board of Review for April 11, from 4 to 6 p.m. and April <br />30, at 6:30 p.m. as recommended by the Washington County Assessor, and direct the City Administrator <br />to advise the County Assessor. (Motion passed 5-0). <br />
