(Motion passed <br />5-0)• <br />2. MINUTES: December 5, 1995 <br />M/S/P DeLapp/Johnston - to approve the December 5, 1995 City Council minutes as amended. (Motion <br />passed 4-0-1:Abstain:Hunt). <br />3. CLAIMS <br />M/S/P Johnston/John - to approve the January 2, 1996 claims #4358 through #4393 as presented. <br />(Motion passed 5-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Public Inquiries - None <br />B. Lake Elmo Fire Department: Presentation of plaque to Lake Elmo Jaycees <br />Fire Chief, Dick Sachs, thanked the Lake Elmo Jaycees for the many years of support to the Lake Elmo <br />Fire Dept. and presented a plaque to Lake Elmo Jaycee President Linda Wagner. Through the funding of <br />the Jaycees, the Fire Department recently received an ice rescue sled and an insulated, waterproof <br />diver's suit and ropes. A demonstration was performed by dept. members on how the 100-pound <br />floatable devise slides across the ice as a rescuer walks in-between two connected sleds. Using ropes <br />the rescuer can anchor the sled and pull a person out of the water. Once the person has been freed, the <br />rescuer can paddle back to safety. The sled can easily be folded in half and stored on the fire truck. The <br />Jaycees also donated a $4,700 automatic external defibrillator. The machine is used on potential heart <br />attack victims and administers a shock automatically. According to Chief Sachs, the Jaycees have <br />donated $30;000 worth of supplies -to -the -Fire Dept. The council also supported -the Fire Chief in this <br />recognition of the prolong support of the City of Lake Elmo by the Lake Elmo Jaycees. <br />C. Washington County Sheriff's Department: Snowmobiling in the City <br />Sgt. Gary Swanson introduced Deputy Joe Peltier, who is assigned to snowmobile patrol, and has been <br />working with Lake Elmo property owners and business owners fencing off property and sign posting. <br />Deputy Peltier provided a map showing the only legal snowmobile route in the downtown Lake Elmo <br />Area. This trail has helped to alleviate problems encountered by Pete Schiltgen and other homeowners <br />along Highway 5, while still maintaining snowmobile access to the Twin Point Tavern and the 76 Station. <br />Deputy Peltier stated he won't be able to resolve all the snowmobile problems in the City, but he will <br />make every effort to do what he can and asked when problems arise to call the Sheriff's Dept. <br />D. Agricultural Uses: Report from sub -committee (Lee Hunt and Bob Helwig) <br />The Council received the Agricultural Zone Committee Minutes, dated April 25, May 17 & 18, and June <br />29, 1995. Lee Hunt reported the committee took the input from residents who owned Ag zoned land. <br />Several residents came in requesting uses that they felt should be added which would allow them more <br />use of their land and make more of a profit to keep their land in Agricultural zone.
