r <br />LAKE ELMO CITY COUNCIL MINUTES JANUARY 2, 1996 <br />M/S/P DeLapp/Hunt - to form a committee to begin discussion on the future of the Old Village that would <br />meet monthly at the start and more In the future. The group will discuss preservation, zoning and land <br />use. The City already has volunteers from the Lake Elmo Business Association and the community at <br />large for this committee. (Motion passed 5-0). <br />C. Update of Ultimate Development Subcommittee <br />Councilman Hunt indicated he had a difficult time putting together an agenda for the first meeting. Hunt <br />suggested items to be looked at when the City reached ultimate density would be: affect on costs of <br />maintenance dept., services City provides, type of housing, regional services available for residents, and <br />land preservation Council member Conlin asked if the Council has come to the decision that they are <br />ready to increase density over what it has already supported in the existing comprehensive plan. If it has <br />not, then some of these exercises will not be necessary. Also, the question arises involving looking at I- <br />94 as a larger commercial base to help out if we talk about more residential areas. The Council was <br />concerned that the schedule for developing the cluster ordinance not be altered so they decided to hold a <br />workshop to discuss issues on ultimate density based upon what the Planning Commission has <br />recommended on Saturday, February 3, 1996, 8 a.m.-12 at City Hall in order for them to come up with <br />some conclusions.. <br />7. PARKS/MAINTENANCE DEPARTMENT: None <br />8. CITY ENGINEER'S REPORT: None <br />9. CITY ATTORNEY'S REPORT: None <br />10. UNFINISHED BUSINESS: None <br />11. CITY COUNCIL REPORTS: <br />Council member DeLapp pointed out an article in the St.Paul Pioneer Press regarding the Washington <br />County Board of Commissioners' interest in the Type 3 Natural Resources routes similar to County Road <br />21 through Afton and are proposing another one on County Road 7 in Scandia. The City should be <br />addressing that, as one way of when we are redoing our roads, by looking at them as being natural <br />resource routes, such as DeMontreville Trail. <br />12.
