LAKE ELMO CITY COUNCIL MINUTES JANUARY 2, 1996
M/S/P Hunt/Johnston - to direct the staff to advertise the vacancies for representatives to School Districts
622 and 832 Advisory Boards in the next newsletters. (Motion passed 5-0).
K. Appointments to Maintenance Advisory Committee
M/S/P Hunt/Johnston - to appoint Bill Wacker, Dick Johnson, Fran Pott, Dick Gustafson and Bud Talcott
to the Maintenance Advisory Committee. (Motion passed 5-0).
L. Disband Solid Waste Advisory Committee
Most of the original members of this committee are still on the committee and there are fewer issues for
them to deal with. Administrator Kueffner felt it may be time for the committee to disband because they
have exceeded all the goals they set which included recycling, compost, and brush disposal program.
As Council liaison to the SWAC, Conlin suggested the SWAC not be disbanded because it has been so
important to the City over the years and hated to see this resource go, but asked the committee to be on
an "as needed" basis which was endorsed by Carl Tacke, Chair of the SWAC.
M/S/P Hunt/Conlin - to recognize the Solid Waste Advisory Committee on an "as needed" basis for 1996
and the City Council will review their activities for the year and to reappoint Carl Tacke, Dick Johnson,
Margaret Carlson, Bruce Dunn and Diane Haider to the Solid Waste Advisory Committee for 1996.
(Motion passed 5-0).
M. Council liaisons to City Commissions and Committees
M/S/P Johnston/DeLapp- to continue the council liaisons to City Commissions and Committees as
appointed in 1995 as follows: (Motion passed 5-0).
Karen Johnston - Planning Commission
Steve DeLapp - Parks Commission
Rita Conlin - Solid Waste Advisory Committee and Cable Commission
Lee Hunt - Maintenance Advisory Committee
Wyn John - Fire Dept.
6. PLANNING, LAND USE AND ZONING:
A. SUB 96-1 Resolution No. 96-2 granting a minor subdivision (lot line adjustment)
Ron and Mary Larson, 4545 Olson Lake Trail
The City has not received the information needed to deal with this issue.
M/S/P Johnston/DeLapp - to table this agenda item until the January 16, 1995 council meeting in order
for the applicant to submit the required information needed to deal with this issue. (Motion passed 5-0).
B. Formation of Committee of Volunteers to review development issues brought out at the Design
Team Visit
Planner Terwedo recommended the two priority issues and planning areas should remain the residential
development and 1-94. The Old Village planning should begin once the City has completed one of these
areas. Those volunteers who stated interest in these various committees for the various planning areas
including corridors, 1-94, and residential development patterns should be contacted, invited to attend
those meetings and encouraged to participate. An Old Village committee should be formed just prior to
conducting a study and plan for the area.
