FEB-16-1996 17:03 TKDR <br />612 292 0083 P.09i11 <br />Honorable Mayor and City Council <br />February 16,1996 <br />Page 2 <br />The estimated cost for Lake Ehno properties within the watershed, based upon the estimated <br />costs in the draft plan are: <br />Southeast Trunk <br />Ponding at I-94 <br />$907 per acre <br />$300 per acre <br />Lake Ehno should comment on the fairness of these two projects and the funding scheme. It <br />appears that Woodbury has allowed development near what has now become Bailey Lake. <br />Because of this development, an outlet is now needed. This is the reason for the Southeast <br />Trunk. It also appears that the size of the pond contemplated at I-94 will keep the runoff rate <br />running out of Lake Elmo and Oakdale at significantly below predevelopment rates. This is <br />necessary because downstream storm sewers in Woodbury will not accommodate exiging <br />undeveloped flows for all storm events. What seems unfair to Lake Elmo would be for its <br />property owners to pay for improvements to control the rate of runoff to significantly below <br />predevelopment rates. <br />Sincerely, <br />Latry D.
