At that time, we expressed our concern for the impact <br />to Lake Elmo of two major projects and their associated funding formulae. The two major <br />projects affecting Lake Elmo property owners would be the creation of a ponding area north of I- <br />94 for the reduction of flows into Woodbury and the construction of an outlet for the northern <br />portion'of the watershed near the Woodbury - Cottage Grove border. We estimated the cost to <br />Lake Elmo properties within the watershed district at $1,207 per acre, using the estimated costs <br />and funding formulae in the plan. <br />A second draft of the plan has now been prepared, dated January, 1996, and circulated for <br />comment. We have compared the two draft plans for similarities and differences. The following <br />is our report: <br />Proposed Projects <br />Two significant projects which affect Lake Elmo property owners are: <br />1. Develop ponding area at I-94, and <br />2. Southeast Area outlet and trunk storm sewer. <br />The priority ranking has changed for the ponding at I-94 from 6th to 9th place. The Southeast <br />Trunk has remained at 2nd place ranking. The estimated costs have also increased. Refer to the <br />attached Table VI.5. <br />Proposed Financing <br />The proposed financing formula is unchanged from previous drafts.
