<br />project listed, except as provided in items D and E:
<br />A. For construction of a new or expansion of an
<br />existing wa i li ht industrial facilit equal to or in
<br />excess of the following threshoidE, expressed as gross floor
<br />space, the local governmental unit shall be the RGU:
<br />(1) unincorporated area, 150,000;
<br />(2) third or fourth class city, 300,000; —00
<br />(3) second class city, 450,000;
<br />(4) first class city, 600,000.
<br />B. For construction of a new or expansion of an
<br />existing industrial commercial, or institutional facility,
<br />other than warp usinr�_n o L�dustria1 facility, equal to
<br />oror inexcess�of the following thresholds, expreasusne?"al gross
<br />floor space, the local government unit shall be the RGU:
<br />(1) unincorporated area, 100,000 square feet;
<br />(2) third or fourth class city, 200,000 square
<br />feet;
<br />(3) second class city, 300,000 square feet;
<br />(4) first class city, 400,000 square feet.
<br />C. For construction of a new or expansion of an
<br />existing industrial, commercial, or institutional facility of
<br />20,000 or more square feet of ground area, if the local.
<br />governmental unit has not adopted approved water -related land
<br />use management district ordinances or plans, as applicable, and
<br />either the project involves riparian frontage or 20,000 or more
<br />square feet of ground area to be developed is within a
<br />water -related land use management district, the local government
<br />unit shall be the RGU. However, this item only applies to
<br />shoreland areas, floodplains, and state wild and scenic rivers
<br />land use districts if the local unit of government has received
<br />official notice from the Department of Natural Resources that it
<br />must adopt applicable land use management district ordinances
<br />within a specific period of time.
<br />D. This subpart applies to any industrial,
<br />commercial, or institutional project which includes multiple
<br />components, if there are mandatory categories specified in
<br />subparts 2 to 13, 16, 17, 20, 21, 23, 25, or 29, or part
<br />4410.4400, subparts 2 to 10, 12, 13, 15, or 17 for two or more
<br />Of the components, regardless of whether the project in question
<br />meets or exceeds any threshold specified in those subparts, In
<br />those cases, the entire project must be compared to the
<br />thresholds specified in items A and B to determine the need for
<br />an EAW. If the project meets or exceeds the thresholds
<br />specified in any other subpart as well as that of item A or B,
<br />the RGU must be determined as provided in part 4410.0500,
<br />Subpart 1.
<br />E. This subpart does not apply to projects for which
<br />there is a single mandatory category specified in subparts 2 to
<br />13, 16, 17, 20, 23, 25, 29, or 34, or part 4410.4400, subparts 2
<br />to 10, 12, 13, 17,`or 22, regardless of whether the project in
