LAKE ELMO CITY COUNCIL MEETING FEBRUARY 20, 1996 7 <br />of a piece of gravity sewer which Oakdale will be constructing from the Interceptor in about the area of <br />( the Crossroads Bldg. location to the East and the construction of the force main along the north frontage <br />road (By Guardian Angels Church & First & Immanuel residential neighborhood) in the jurisdiction of <br />Oakdale. Bohrer would like permission to work with the City staff to develop the agreement. <br />M/S/P Conlin/DeLapp - to direct the City Engineer to proceed drafting a Joint Powers Agreement <br />between the City of Lake Elmo and Oakdale on the Section 33 Utility project. (Motion passed 5-0) <br />E. Other <br />David Screaton indicated he was not contacted by the City that his land was being considered for the <br />proposed maintenance facility, but had to read about it in the paper. The Council informed him that they <br />were looking at different areas in the City where a possible site could be by Identifying the advantages of <br />different sites. Two sites, whose owners had not been approached with a view to possible purchase, <br />were included in the decision analysis. This would allow the advantages of other sites, located elsewhere <br />in the City, to be considered. Mr. Screaton's land was one property considered, but the City had no <br />intention of buying his land unless it had been shown that land in this general area possessed major <br />advantages not previously appreciated. This explanation appeared to satisfy Mr. Screaton. <br />9. CITY ATTORNEY'S REPORT:None <br />10. CITY COUNCIL REPORTS: <br />Councilors Hunt and DeLapp attended the East Metro Development Meeting. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A.
